520 |f The goal of sustainable development is to reduce the vulnerability of populations vulnerable to natural and industrial disasters. Therefore, protecting the population and resources from the impact of such disasters should become an integral part of national planning and strategies for sustainable development. It is imperative, especially for developing countries during post-crisis and disaster reconstruction periods, to ensure an effective transition to sustainable development.\nIn Benghazi, the war destroyed many housing units and a large number of public and private economic units, facilities, and physical and institutional infrastructure, resulting in need of this city for reconstruction and development in accordance with a future vision aimed at restoring social and economic life, rebuilding the life, and reviving the economy to ensure sustainable reconstruction.\nAccordingly, this paper discusses how to develop a proposed framework for the reconstruction strategy in Benghazi that can be relied upon for the success of sustainable reconstruction efforts. It is essential for the success of construction and development plans and projects without which potential and resources could disperse, and differences deepen. This proposed strategy is based on two aspects:\nFirst aspect: Components of the proposed framework for the strategy:\nDeveloping a realistic, balanced, and acceptable strategy that sets out objectives, needs, priorities, sources of funding, planning, implementation, oversight, and evaluation methods, which ensure a balance between the areas in Benghazi city (in terms of maintenance and construction of damaged housing) and between projects (airports, ports, highways, schools, and hospitals).\nThe second aspect: elements for the success of the strategy:\nTo ensure the success of a sustainable reconstruction strategy, a number of key elements must be in place, including security and protection, using participatory planning to ensure that all actors, and women, in particular, are involved in all planning and implementation activities, the enactment of appropriate legal legislation to put it into practice, and its adoption by the highest legislative authority in the society.\nThis abstract translated by Dar AlMandumah Inc. 2021 
520 |a إن الغاية من التنمية المستدامة، التقليل من تضرر السكان المعرضين للكوارث الطبيعية والصناعية، لذلك فإن حماية السكان والموارد من تأثيرات هذه الكوارث ينبغي أن يصبح جزءاً لا يتجزأ من التخطيط والاستراتيجيات الوطنية الرامية لتحقيق التنمية المستدامة، ومن الضرورات الحتمية خاصة لدى الدول النامية أثناء فترات إعادة الإعمار التي تعقب الأزمات والكوارث لضمان الانتقال الفعال إلى التنمية المستدامة.\nوفي بنغازي دمرت الحرب كثيراً من الوحدات السكنية وعدداً كبيراً من الوحدات الاقتصادية العامة والخاصة والمرافق والبنى التحتية المادية والمؤسسية، ترتب عنها حاجة هذه المدينة لإعادة الإعمار والتهيئة وفقاً لرؤية مستقبلية تهدف إلي ترميم الحياة الاجتماعية والاقتصادية، وإعادة بناء الحياة وإنعاش الاقتصاد فيها بما يضمن تحقيق الإعمار المستدام .\nبناء على ذلك فإن هذه الورقة تناقش كيفية وضع إطار مقترح لاستراتيجية الإعمار في بنغازي يمكن الاعتماد عليها لنجاح جهود الإعمار المستدام، وهي ضرورية لنجاح خطط ومشروعات البناء والتنمية وبدونها يمكن أن تتشتت الإمكانات والموارد وتتعمق الخلافات، هذه الاستراتيجية المقترحة تعتمد على جانبين:\nالجانب الأول: مكونات الإطار المقترح للاستراتيجية:\nوضع استراتيجية واقعية ومتوازنة تكون مقبولة، بحيث تبين الأهداف والحاجات والأولويات ومصادر التمويل وأساليب التخطيط والتنفيذ والرقابة والتقييم، بما يضمن التوازن بين المناطق في مدينة بنغازي (من حيث صيانة وبناء المساكن المتضررة)، وبين المشروعات (المطارات والموانئ والطرق السريعة والمدارس والمستشفيات).\nالجانب الثاني: مقومات نجاح الاستراتيجية\nلضمان نجاح استراتيجية الإعمار المستدام لابد من توافر عدد من المقومات الأساسية منها: توفير الأمن والحماية، استغلال التخطيط بالمشاركة لضمان إشراك جميع الجهات الفاعلة، والنساء بصفة خاصة في جميع أنشطة التخطيط والتنفيذ، وإصدار التشريعات القانونية المناسبة لوضعها موضع التنفيذ واعتمادها من أعلى سلطة تشريعية في المجتمع.\n
