المستخلص: هدف البحث إلى التعرف على دور التخطيط الاستراتيجي في مواجهة الأزمات ببلدية زليتن، من خلال المتطلبات التالية: (التنظيمية، الإدارية، المالية، البشرية، التقنية)، ولتحقيق أهداف البحث، اتبع البحث أسلوب دراسة الحالة، فقد قام الباحثان بتطوير استبانة معتمدين على بعض الدراسات السابقة، حيث تم التأكد من مصداقيتها ومعاملات ثباتها، وقد تمثل مجتمع البحث في القيادات الإدارية ببلدية زليتن، والبالغ عددهم (48) عنصرا، كما اتبع البحث أسلوب الحصر الشامل، وبعد توزيع الاستبانة تم استرجاع (32) استمارة صالحة للتحليل الإحصائي، ولتحليل بيانات البحث تم الاستعانة بالحاسب الآلي واستخدام برنامج إحصائي من خدمة البرمجيات الواردة في (SPSS)، حيث تم التوصل إلى العديد من النتائج يمكن إيجازها فيما يلي: كشف البحث أن هناك دورا ضعيفا للتخطيط الاستراتيجي في مواجهة الأزمات ببلدية زليتن، كما بين البحث أن المشاركين يدركون أهمية التخطيط الاستراتيجي بالبلدية، ولكنهم غير قادرين على الجزم بتوفر نظرة علمية استراتيجية لمواجهة الأزمات، حيث أنهم يرون قصورا في الممارسة والتطبيق من جانب إدارة البلدية محل البحث. علاوة على ذلك أظهر البحث أن كل متطلبات التخطيط الاستراتيجي في مواجهة الأزمات جاءت ضعيفة باستثناء المتطلبات البشرية، فقد جاءت بدرجة متوسطة، وأخيرا أوصى البحث بضرورة امتلاك البلدية إحصائيات عن الأزمات ذات العلاقة، والتأكيد على أهمية إيجاد وحدة إدارية متخصصة في التخطيط الاستراتيجي لمواجهة الأزمات ببلدية زليتن محل البحث.

The research aimed to recognize the strategic planning in confronting the crises in the Municipality of Zliten through the following: (systematic- financial- human- technical) requirements. To achieve the aims of the study, the research followed the "situation study" methodology. The two researchers developed a questionnaire depending on some previous studies, where they assured its credibility and stability coefficience. The research society represented in the administrative leadership in the Municipality of Zliten which is consisting of (48) members. The research followed the methodology of comprehensive inventory. At the end of the questionnaire; "32" forms were found suitable for the statistical analysis. Computer beside the utilization of the statistical programme system service (SPSS) were used to help carrying this process, where many results are reached, excerpted as follows: The research revealed that there is a weak role in the strategic planning in confronting the crises in the Municipality of Zliten. The research also revealed that the participants of the questionnaire, were well aware of the importance of the strategic planning, but they are unable to dogmatize the availability of a strategic scientific look, to deal with the crises, where they see that there is a shortage in both practice and application from the Municipality Administration subject to this research. Furthermore, the study revealed that all the requirements of the strategic planning to confront the crises were fragile, except the human requirements, which were insignificant. Finally the study strictly recommended that the Municipality possession of the concerned crises statistic , a statistical programmer is highly recommended. Emphasizing on the creation of an administrative unit working on a strategic planning to help confronting the crises subject to this research.
