المستخلص: يهدف هذا البحث إلى تسليط الضوء على المحددات التي تضمن أداء جيد للمؤسسة البرلمانية باعتبارها ممثلة السلطة التشريعية، هذا ما يستلزم تحديد كل ما يؤثر في تأدية دورها التشريعي والرقابي، وفي هذا الصدد تبرز تأثير الاعتبارات السياسية في تحديد طبيعة الدور الذي تلعبه، كما أن فعالية المؤسسة البرلمانية تتعلق فعاليتها بمدى تأديتها المختلفة الوظائف التشريعية والمالية والرقابية المخولة لها في الدستور ودرجة تأثيرها على الحكومة.

Cette recherche a pour objectif l’étude sur les déterminants qui garantissent de bonne performance de l'institution parlementaire, ou tant que représenter le pouvoir législative. et pour cela il se déterminer tout les influences sur ses devoirs constitutionnels.il faut déterminer tout d'affecter sur le performance de rôle législatif et de contrôle, êta cet égard, l'influence déconsidérations politiques qui déterminent la nature du rôle qu'il joue, et que l'efficacité de l'institution parlementaire en ce qui concerne L’incidence de son efficacité dans l'exécution des différentes fonctions législatives, financières et de contrôle qui lui sont conférés parla Constitutionnelle degré d'influenceur le gouvernement.

This research aims to shed light on the determinants that ensure the excellent performance of the parliamentary institution as the representative of the legislative authority. This necessitates defining everything that affects the performance of its legislative and oversight role. In this regard, it highlights the influence of political considerations in determining the nature of the role it plays, and the effectiveness of the parliamentary institution is related to the extent to which it performs the various legislative, financial, and oversight functions entrusted to it in the constitution and the degree of its influence on the government.
