| 520 | |b Dans le cadre des réformes constitutionnelles et législatives impulsées en vue d’améliorer le fonctionnement des politiques publiques, la transparence se présente comme un idéal qui s’impose à l’action administrative. Le passage à une administration transparente est plus que jamais primordial pour concrétiser les politiques de bonne gouvernance, car l’opacité est un terrain fertile au développement de la corruption. La lutte contre la corruption ne peut être concrète qu’avec l’existence d’un cadre juridique et institutionnel propice à l’épanouissement de la transparence. | ||
| 520 | |a In the context of constitutional and legislative reforms initiated at improving the functioning of public policies, transparency is an ideal for an administrative action. The transition to transparent administration is more than ever essential to concretise good governance policies, because opacity is fertile ground for the development of corruption. The fight against corruption can only be concrete with the existence of a legal and instiututional encouraging the development of transparency. | ||
