المستخلص: Intertwined and complex local and global developments have led to the emergence of a great debate and multilateral dialogue about the state's role in development, especially at the level of developing countries. One of the facts that have become certain in contemporary social, political and economic research is that the world has now formed an integrated capitalist system that witnesses a diversity in its cultural and social structures, but a development model governs it with a single production pattern, which is capitalist production, which is based on the principle of the unequal international division of labor between the center of the system and its surroundings. With the end of the eighties and the beginning of the nineties of the twentieth century, international financial institutions and international cooperation bodies, under the neoliberal orientation, put forward the concept of good governance as a prerequisite for achieving sustainable development. Since then, this concept has been widely used in many development studies and public policies, and a lot of jurisprudence has been presented about its implications and indicators in the local and global contexts to test its suitability to the specificities of countries, especially after its adoption by the New Partnership for Africa's Development (NEPAD) and the controversy that arose about it between supporters and opponents. Les Développements locaux et mondiaux enchevêtrés et complexes ont conduit a la résurgence de beaucoup de débats et de dialogue multilatéraux sur le rôle de l'Etat dans l'évolution surtout au niveau des pays en développement. Il est plus qu'une réalité que le monde aujourd‘huit est un système capitalistes intègres dans divers constructeurs sociaux économiques, culturel et politique contemporaine. Mais il gouverne avec un modèle de développement ayant un mode de production unique qu’ est la production capitaliste qu’ est base sur le principe de la répartition internationale du travail inégal entre le centre du système et son entourage. et avec la fin des années quatre-vingt et au début des années quatre-vingt-dix du Xxe siècle les institution financières mondiales et les agences de coopération internationales ont soulevé le concept de bonne gouvernance dans le système néolibéral comme condition préalable a la réalisation du développement durable, et depuis l’utilisation de ce concept dans de nombreuses études de développement et la politique publique ,plusieurs interprétation ont été données sur ses indicateurs et ses condition dans les contextes locaux et mondiaux pour tester sa conformité particularité surtout après l adoption et la mise en garde de la part de Nouveau partenariat pour l initiative de développement de l Afrique (NIPAD) autour de la controverse entre partisans et opposants.

لقد أدت تطورات محلية وعالمية متشابكة ومعقدة إلى انبعاث جدل كبير وحوار متعدد الأطراف حول دور الدولة في التنمية خاصة على مستوى الدول النامية، ومن الحقائق التي أصبحت يقينية في البحوث الاجتماعية والسياسية والاقتصادية المعاصرة أن العالم أصبح الآن يشكل نسقاً رأسمالياً متكاملاً يشهد تنوعا في بناه الثقافية والاجتماعية، لكنه يحكم بنموذج تنموي ذو نمط إنتاجي واحد هو الإنتاج الرأسمالي الذي يقوم على مبدأ التقسيم الدولي للعمل غير المتكافئ بين مركز النظام ومحيطه، ومع نهاية ثمانينيات وبداية تسعينيات القرن العشرين طرحت المؤسسات المالية الدولية وهيئات التعاون الدولي في ظل التوجه النيوليبيرالي مفهوم الحكم الراشد كشرط أساسي لتحقيق التنمية المستدامة، ومنذ ذلك الحين شاع استخدام هذا المفهوم في العديد من الدراسات التنموية والسياسات العامة، وقدمت الكثير من الاجتهادات حول دلالاته ومؤشراته في السياقين المحلي والعالمي لاختبار مدى ملاءمته لخصوصيات الدول، خاصة بعد تبنيه من طرف مبادرة الشراكة الجديدة لتنمية إفريقيا (النيباد) وما أثير حولها من جدل بين مؤيد ومعارض.
