المستخلص: Public international law is concerned with the child's interests, as he is one of the fragile groups that require special care due to his mental and physical immaturity. The disabled child has received special protection and care, whether by the family, the body that takes care of him, or the society in which he lives, taking into account the pain he suffered, and it becomes necessary to enjoy the care that exceeds the attention of the normal child, as he is one of the weak groups that has privacy. Since disability is either associated with this child from the moment of conception or birth or affected by the interference of external factors, the international community has adopted a set of international legal rules that preserve and protects the humanity of the disabled child due to his disability and the inability to live except with the help of others. L'intérêt de l'enfant est l'une des préoccupations du droit international du fait de son appartenance à une catégorie vulnérable et qui nécessite une protection spéciale, à cause de son immaturité mentale et physique. Une protection et une attention particulière fut accordé à l'enfant handicapé soit par sa famille ou de la part de l'organisation qui prend soin de lui, ou par la société où il vit et ce en considération de la douleur et de la souffrance qui l'avaient atteint, de ce fait, il est devenu primordial de consacrer une attention particulière beaucoup plus intéressante à celle accordée à l'enfant normal, vue sa situation spéciale. La paralysie accompagne parfois l'enfant depuis la grossesse, au moment de l'accouchement, soit à travers des facteurs externes qui auront un impact direct sur sa situation. La société internationale a adopté une série de règles juridiques internationales, afin de préserver la dignité et de sauvegarder l'humanité de l'enfant handicapé, vue son incapacité et son dépendance de ne pouvoir vivre ou subvenir à ces besoins qu'à travers l'aide des autres.

يهتم القانون الدولي العام بمصلحة الطفل باعتباره من الفئات الهشة التي تتطلب رعاية خاصة بسبب عدم نضجه العقلي والجسدي، وحظي الطفل المعاق بحماية وعناية خاصة، سواء من قبل الأسرة أو الجهة التي ترعاه أو من المجتمع الذي يعيش فيه، مراعاة للألم الذي أصابه، ويصبح من الواجب أن يتمتع بعناية تفوق اهتمام الطفل العادي، باعتباره من الفئة الضعيفة التي لها خصوصية. وحيث إن الإعاقة تكون إما ملازمة لهذا الطفل من لحظة الحمل أو الولادة، أو تتدخل عوامل خارجية يتأثر بها، اعتمد المجتمع الدولي مجموعة من القواعد القانونية الدولية التي تحفظ وتصون إنسانية الطفل المعاق نظرا لعجزه وعدم القدرة على العيش إلا بمساعدة الآخرين.
