المستخلص: Manuscript heritage is one of the most important components of the national heritage represented by various documents, written works, administrative records, and manuscripts resulting from the activities of different institutions, environments, and departments, as well as personalities, individuals, and noble personalities. It expresses the history and past of the nation, its culture, and customs. In order to link succeeding generations with each other and preserving the national identity, ways, means, and methods must be found to contribute to the preservation of the cultural and civilizational heritage and find ways that conform to the period in which we live, which is the age of technology. Through this paper, we are trying to identify the most important means to preserve the manuscript heritage from legal legislation and regulations, in addition to restoration and maintenance, exploitation of modern methods, information technology and digitization, and investment in information technologies and networks in order to preserve these priceless gains. We are also trying to identify the role of institutions, archives centers, and libraries of all kinds in working to protect this heritage, identify, inventory, preserve, and make it available, according to scientific bases and rules studied, and to recall their most important roles in preserving this heritage.

يعد التراث المخطوط أحد أهم مكونات التراث الوطني المتمثل في مختلف الوثائق والأعمال المكتوبة والسجلات الإدارية والمخطوطات الناتجة عن نشاطات المؤسسات المختلفة والبيئات والإدارات وكذا الشخصيات والأفراد والأعلام وهو يعبر عن تاريخ وماضي الأمة وثقافتها وعاداتها، وحتى نربط الأجيال المتلاحقة بعضها ببعض والحفاظ على البوية الوطنية، وجب إيجاد طرق ووسائل وأساليب تساهم في المحافظة على الموروث الثقافي والحضاري وإيجاد سبل تلاءم العصر الذي نعيشه وهو عصر التكنولوجيا، ونحاول من خلال هذه الورقة الوقوف على أهم الوسائل الكفيلة حفظ التراث المخطوط من تشريعات قانونية ولوائح تنظيمية، إضافة إلى الترميم والصيانة، واستغلال الأساليب الحديثة وتكنولوجيا المعلومات والرقمنة، والاستثمار في تقنيات المعلومات والشبكات من أجل الحفاظ على هذه المكتسبات التي لا تقدر بثمن، كما نحاول الوقوف على دور المؤسسات ومراكز الأرشيف والمكتبات بمختلف أنواعها في العمل على حماية هذا التراث والتعريف به وحصره وحفظه وإتاحته، وفق أسس وقواعد علمية مدروسة، والتذكير بأهم أدوراها في المحافظة على هذا الموروث.

Le patrimoine manuscrit est considéré comme l’un des composants essentiels du patrimoine national qui comprend les différents documents, les oeuvres écrits, les registres administratifs et les manuscrits. Ce patrimoine vient des différentes activités des établissements, des organes, des administrations ainsi que les personnes, les individus et les médias. Ces manuscrits traduisent et expriment l’histoire et le passé de la nation, de sa culture et de ses coutumes.
Pour relier les générations qui se succèdent et pour sauvegarder l’identité nationale; il a fallu trouver des procédures, des instruments qui pouvant assurer la préservation de cet héritage culturel et civilisationnel; comme il faut trouver des moyens conformes avec l’ère actuel, l’ère de la technologie. Dans cette feuille, nous essayons de connaitre ces moyens de préservation du patrimoine manuscrit à savoir les législations, les lois, les listes organisationnelles, les restaurations, la maintenance et l’exploration de méthodes modernes qui font appel aux nouvelles technologies d’informatique et du numérique et l’investissement dans les techniques d’informatique et des toiles de net afin de préserver ces trésors. Nous tentons aussi de mettre le point sur le rôle des établissements, centres d’archivage et les bibliothèques en ses différentes formes dans la sauvegarde de cet héritage, sa présentation au public selon des critères et des bases scientifiques bien étudiées ainsi que faire un rappel sur leur rôle dans la préservation de ce patrimoine.
