المستخلص: Participatory democracy creates a local elite, of ordinary citizens, who has the ability and strength to propose appropriate solutions to the problems at hand, but it needs the presence of civil society, and according to its effectiveness and activity, participatory democracy yields its fruits and plays its required role in leading the political system towards the effectiveness required to achieve development and economic and social well-being. Developed societies realized this fact a long time ago. Finally, one of the former third world countries, Brazil, became aware of this fact and became one of the developing countries, according to the testimony of the United Nations. Therefore, the shortest way to achieve development in our backward societies begins with planting the seeds of interest in public concern among citizens by spreading the culture of regularity in clubs, associations, and leagues, working to monitor the problems they suffer from, and trying to develop plans and programs to solve and get rid of them, and the authority should extend a helping hand, whether it is financial or technical assistance, the most important thing is to open permanent channels of communication with it. La démocratie participative vise a créer une élite locale, de citoyens ordinaires, qui a la capacité et le pouvoir de proposer des solutions aux problèmes quotidiens, mais elle exige la présence d’une société civile active et efficace pour aider le système politique a réaliser le développement économique et sociale. Les sociétés développées réalisée ce fait il ya longtemps, ont travaillé à renforcer et à encourager les forces vives de la société à participer à des liens et des associations, travaillant pour encourager les citoyens à participer aux affaires publiques, afin d'améliorer leurs conditions de vie. Enfin, le Brésil, l’un des ex- pays du tiers monde, a réalisé cette réalité, et devenu l'un des pays développés, par le certificat des Nations Unies. Donc, la voie la plus courte pour réaliser le développement dans nos sociétés sous-développées, commence par planter les graines d'intérêt commun entre les citoyens par la diffusion de la culture de la participation dans les clubs, les associations et les ligues, pour déceler les problèmes auxquels ils sont confrontés et essayer de développer des plans et des programmes pour les résoudre, et le pouvoir doit les assister financière et technique, et le plus important, est d'ouvrir des canaux de communication avec eux en permanence.

من شأن الديمقراطية التشاركية إيجاد نخبة محلية، من المواطنين العاديين، لها القدرة والقوة على طرح الحلول الملائمة للمشاكل المطروحة، إلا أنها بحاجة لوجود مجتمع مدني، وعلى قدر فاعليته ونشاطه تعطي الديمقراطية التشاركية ثمارها وتؤدي دورها المطلوب في قيادة النظام السياسي نحو الفعالية المطلوبة لتحقيق التنمية والرفاه الاقتصادي والاجتماعي. أدركت المجتمعات المتقدمة هذه الحقيقة، منذ زمن بعيد، فعملت على تدعيم وتشجيع القوى الحية في المجتمع على الانتظام في روابط وجمعيات، تعمل على تشجيع المواطنين على الانخراط في الشأن العام، بغية تحسين ظروف معيشتهم والارتقاء بها. أخيرا تنبهت إحدى دول العالم الثالث سابقا، البرازيل، لهذه الحقيقة، فأصبحت من البلدان النامية بشهادة الأمم المتحدة. إذن فالطريق الأقصر لتحقيق التنمية في مجتمعاتنا المتخلفة، يبدأ بزرع بذور الاهتمام بالهم العام بين المواطنين عن طريق نشر ثقافة الانتظام في نوادي، جمعيات وروابط، تعمل على رصد المشكلات التي يعانون منها ومحاولة وضع خطط وبرامج لحلها والتخلص منها، وعلى السلطة أن تمد يد العون والمساعدة لها، سواء كانت مساعدة مالية أو فنية، والأهم من ذلك هو فتح قنوات اتصال دائمة معها.
