520 |f The concept of military humanitarian intervention is one of the controversial concepts in international relations because it is based on the perception of the “right to intervene” for a state or group of States that have the right to intervene militarily in another State to prevent or put an end to serious human rights violations. Intervention is for the purpose of protecting citizens and persons threatened by genocide, war crimes, ethnic cleansing, and crimes against humanity. However, humanitarian intervention by research observers, analysts, and even many States is generally considered a violation of the applicable rules of international law. 520 |d L’intervention humanitaire armée a toujours constitué un problème controversé en relations internationales. Il est basée sur une conception voulant que les États ont le "droit d’ingérence", Comprise comme l’action d’un Etat ou d’un groupe d’Etats cherchant à prévenir ou à mettre un terme à des violations graves des droits l’homme. L'intervention vise à protéger les citoyens et les personnes se trouvant sous la juridiction d’un État contre les génocides, les crimes de guerre, le nettoyage ethnique et les crimes contre l’humanité.Mais l’intervention humanitaire a généralement été considérée par la majorité des observateurs, chercheurs et analystes, comme la plupart des Etats d’ailleurs comme contrevenant aux normes établies du droit international. 
520 |a يعتبر مفهوم التدخل الإنساني العسكري من المفاهيم المثيرة للجدل في العلاقات الدولية، لأنه يقوم على تصور "حق التدخل" لدولة أو مجموعة من الدول لديها الحق في التدخل عسكرياً في دولة أخرى لمنع أو وضع حد لانتهاكات خطيرة لحقوق الإنسان. يكون التدخل لغرض حماية المواطنين والأشخاص المهددين بالإبادة الجماعية وجرائم الحرب والتطهير العرقي والجرائم ضد الإنسانية. لكن عموما ما يعتبر التدخل الإنساني من طرف الملاحظين الباحثين والمحللين وحتى العديد من الدول انتهاكا للقواعد المعمول بها في القانون الدولي.
