المستخلص: Le contrôle exercé par le contrôleur financier en matière des marchés publics, a une grande importance dans la protection de ces derniers en vue de contrecarrer toutes manipulations. Par conséquent, ce contrôle assure la protection de l’argent public et évite par la-même ces éventuelles irrégularités et violations des lois et des règlements qui régissent les marchés publics. Donc, le contrôleur financier a un rôle très important et indispensable dans le processus de contrôle et la mise en oeuvre des accords à travers le contrôle précédent.

إن الرقابة التي يمارسها المراقب المالي في مجال الصفقات العمومية لها أهمية كبيرة في حماية هذه الأخيرة من جميع التلاعبات. وبالتالي حماية المال العام وهذا من خلال التأكد من عدم وجود تجاوزات ومخالفات للأنظمة والقوانين التي تحكم الصفقات العمومية. لذا، للمراقب المالي دور أساسي لا يمكن الاستغناء عنه في عملية الرقابة على تنفيذ هذه الصفقات من خلال الرقابة السابقة عليها.

The control exercised by the financial controller in the public procurement is of great importance in protecting them to counter any manipulations. As a result, the control ensures the protection of public money and prevents the even these irregularities and violations of the laws and regulations governing public procurement. Therefore, the financial controller has a very important and indispensable role in the control process to excut these transactions through their previous control.
