المستخلص: L'utilisation de l'énergie nucléaire est aujourd'hui une nécessité imposée par les nécessités et les évolutions du marché mondial de l'énergie compte tenu de la diminution des sources d'énergie (hydrocarbures). Si nous voulons éclaircir cette énergie relativement moderne, nous trouverons deux aspects contradictoires: c'est une source d'annihilation et de destruction massive ou Il est donc nécessaire de soumettre les relations de l'homme avec cette énergie à un certain nombre de garanties nous permettant d'exploiter cette énergie vitale pour servir l'humanité et la paix mondiale et empêcher le détournement et l'utilisation de cette énergie à des fins non humaines. À la lumière de ce qui précède, nous constatons que l'utilisation pacifique de l'énergie nucléaire est devenue une réalité et une nécessité impérative. Quelles sont alors les garanties les plus importantes pour que l'utilisation pacifique de l'énergie nucléaire devienne une réalité et une nécessité impérative? Cette énergie n'est utilisée que dans des efforts pacifiques, et quels sont les efforts internationaux pour activer et consolider ces garanties entre pays et organisations internationales?

استخدام الطاقة النووية اليوم بات أمر تفرضه الضرورات والمتغيرات الحاصلة في سوق الطاقة العالمية في ظل تناقص مصادر الطاقة ((المحروقات))، وإذا ما أردنا إلقاء الضوء على هته الطاقة الحديثة نسبيا سنجد لها مظهرين متناقضين فهي إما أن تكون مصدر للفناء والدمار الشامل وإما أن تكون مصدر لأمل وحياة البشرية، لكونها قد توظف في مجالات سلمية توجه لخدمة ورفاهية الفرد. من هنا نجد ضرورة إخضاع تعامل الإنسان مع هذه الطاقة إلى جملة من الضمانات التي تضمن لنا تسخير هذه الطاقة الحيوية لخدمة البشرية والسلام العالمي والحيلولة دون انحراف استخدامها واستخدامها لأغراض غير سلمية قد تخلف أثار وخيمة على البشرية والبيئة التي نعيش فيها ولتفعيل هذه الضمانات لابد أن تتوافر وتتضافر الجهود لتحقيق ذلك وتجسيده على ارض الواقع. على ضوء ما سبق نجد أن الاستخدام السلمي لطاقة النووية أصبح واقع وضرورة حتمية فما هي أهم الضمانات التي ستعمل على أن تستخدم هذه الطاقة في المساعي السلمية فقط وأين تتجلى الجهود الدولية لتفعيل وترسيخ هذه الضمانات بين الدول والمنظمات الدولية؟

The decline in traditional sources of energy and the disruptions that the petroleum market has witnessed make the use of nuclear power today an unavoidable necessity. This use of energy sources, relatively modern ones, reveals two contradictory faces: the latter constitute a permanent threat of massive destruction as they are a source of hope for human life, because they can be used in the fields of peaceful orientation which falls in the service and well-being of the individual. In this way, it is essential to regulate the use of these energies cautiously to ensure that we exploit this vital energy at the service of humanity and world peace, as well as to prevent its use in non-peaceful purposes. We should also increase mobilization in order to concretize these objectives and to avoid disasters. In the light of the aforementioned, we find that the peaceful use of nuclear energy has become a reality as well as an obligation: what are the most important guarantees for using this energy in a peaceful manner, and what are the international efforts to activate and consolidate these guarantees between countries and international organizations? In order to answer such questions, we have addressed, throughout the framework of this study, the most important concepts relating to nuclear energy and its effects on the environment, as well as the most important international guarantees for using nuclear energy, the payoffs of the international efforts of international conventions and international organizations.
