المستخلص: حظيت منظومة حقوق الانسان باهتمام المجتمع الدولي، من خلال وضع اتفاقيات دولية واقليمية تمخض عنها إرساء آليات لتطبيقها سواء كانت لجان أو محاكم إقليمية وأخيرا المجلس الأممي لحقوق الانسان الذي تم إنشائه في سنة 2006. وهو ما كان دافعا هاما لدول العالم من أجل تأسيس مجالس وطنية لحماية حقوق الانسان، مستمدة ذلك من قرار الجمعية العامة للأمم المتحدة الخاص بالمبادئ الواجب إتباعها في إحداث المؤسسات الوطنية لتعزيز وحماية حقوق الانسان، والتي يطلق عليها تسمية مبادئ باريس. وهو ما سعت إليه الدولة الجزائرية في التعديل الدستوري لسنة 2016، حيث تم تأسيس المجلس الوطني لحقوق الانسان كمؤسسة دستورية مكلفة بحماية وترقية حقوق الانسان، كما يختتم المجلس عمله السنوي بإعداد تقرير عام ومفصل حول وضعية حقوق الانسان في الجزائر يتم رفعه إلى الجهات المعنية كما يتولى نشره على نطاق واسع حتى يطلع الرأي العام الوطني والدولي على محتواه، وقد تم تنظيم هذه الهيئة بموجب القانون رقم 16-13، وبعد تنصيبه في الثلاثي الأول من سنة 2017 تولى وضع نظامه الداخلي الذي يحكم سير إجراءات عمله.

The human rights system has received the attention of the international community, through the development of international and regional conventions that have resulted in the establishment of mechanisms for their application, be they regional commissions or courts, and finally the UN Human Rights Council, established in 2006, which has been an important impetus for the world's countries to establish national councils for the protection of human rights, This is derived from the United Nations General Assembly resolution on the principles to be followed in the creation of national institutions for the promotion and protection of human rights, which is called the Paris Principles. This is what the Algerian state sought in the constitutional amendment of 2016, where the National Council for Human Rights was established as a constitutional institution charged with protecting and promoting human rights, and the council ends its annual work by preparing a general and detailed report on the human rights situation in Algeria It is submitted to the concerned authorities and is widely disseminated in order to inform the national and international public opinion of its content, which is regulated by Law No. 16.13, and after being installed in the first trimester of 2017, it establishes its own rules of procedure governing the conduct of its work.
