المستخلص: The vision of the man to the true nature for the tourism phenomenon varies from historical to recreational, or religious or natural one. This reflects how difficult it is for any nation to reach a high quality tourist destination that fits with all the recent and effective developments in this field. Perhaps the most dominant field which requires some awareness and to keep pace with the growth and development, is the environmental and ecological field through the investment aspect on which the state and various investment institutions stand in full swing, in order to promote and develop it, but not at the expense of sustainable development for current and next generations. In case to discuss about environmental field, we must return to the various environmental legislations promulgated by the Algerian legislator, through which it aims to protect the environment on the one hand and sustainable development on the other. However, it has not neglected among the folds of these laws to work on establishing fertile land in order to practice tourism investment operations, based on the principles of mastery, promotion and marketing of tourism in Algeria, and therefore environmental legislations have been established between the two points, the promotion of tourism investment on the one hand, and sustainable development on the other.

La vision humaine du phénomène réel de la nature du tourisme est différente de la vision historique pour voir de loisirs, religieux ou naturel, et cela reflète la grande difficulté de l'arrivée d'une nation à une haute qualité, a déclaré un touriste, unique et se glisse avec tous les développements modernes et les plus influents dans ce domaine, et peut-être le domaine le plus important mon travail exige debout sur elle et plus de suivre le rythme de la croissance et le développement du développement touristique est le domaine environnemental et écologique, par le côté de l'investissement qui se tient par les institutions d'investissement État et divers bat son plein, afin de promouvoir et Numeith, mais pas au détriment du développement durable pour les générations actuelles et Kad E, et de parler au domaine de l'environnement doit revenir aux différentes lois sur l'environnement délivré par le législateur algérien, qui a été conçu par lequel pour protéger l'environnement d'une part et le développement durable d'autre part, mais il n'a pas négligé les plis de ces lois travaillent à consacrer un terrain fertile pour la pratique de l'investissement touristique, sur la base des principes d'excellence, côté promotion et la commercialisation du tourisme en Algérie, et de la législation environnementale donc développée entre Kevin, promotion de l'investissement touristique d'une part et le développement durable de l'autre.

إن رؤية الإنسان إلى الطبيعة الحقيقية لظاهرة السياحة تختلف من رؤية تاريخية إلى رؤية ترفيهية أو دينية أو طبيعية، وهذا ما يعكس مدى الصعوبة الكبيرة في وصول أي أمة إلى صرح سياحي عالي الجودة، يتلائم ويتناسب مع كافة المستجدات الحديثة والمؤثرة في هذا المجال، ولعل أبرز ميدان عملي يستوجب الوقوف عليه وعلى مدى مواكبته لنمو وتطور التنمية السياحية هو الميدان البيئي والإيكولوجي، وذلك من خلال الجانب الاستثماري الذي تقف عليه الدولة ومختلف المؤسسات الاستثمارية على قدم وساق، من أجل النهوض به ونميته، ولكن ليس على حساب التنمية المستدامة للأجيال الحالية والقادمة، وللحديث على المجال البيئي يجب العودة إلى مختلف التشريعات البيئية التي أصدرها المشرع الجزائري، والتي كان يهدف من خلالها إلى حماية البيئة من جهة، والتنمية المستدامة من جهة أخرى، غير أنه لم يهمل بين طيات هذه القوانين العمل على تكريس الأرض الخصبة لأجل ممارسة عمليات استثمارية سياحية، تقوم على أساس مبادئ الإتقان والترويج والتسويق للجانب السياحي في الجزائر، وبالتالي فالتشريعات البيئية وضعت بين كفين، الترويج للاستثمار السياحي من جهة، والتنمية المستدامة من جهة أخرى.
