المستخلص: يهدف البحث إلى التعرف على متطلبات تطبيق احتراف حكام الاتحاد المصري لكرة القدم من خلال تحديد المتطلبات القانونية لاحتراف حكام كرة القدم المتطلبات الإدارية لاحتراف حكام كرة القدم المتطلبات التمويلية لاحتراف حكام كرة القدم. وقد استخدمت الباحثة المنهج الوصفي المسحي وعمدت الباحثة في تحديد عينة بالبحث على الفئات التالية الحكام الدوليين المصريين لكرة القدم وأعضاء لجنة الحكام الرئيسية في الاتحاد المصري لكرة القدم وأعضاء مجلس إدارة الاتحاد المصري لكرة القدم بينما استخدمت الباحثة الطريقة العشوائية في تحديد عدد حكام الدرجة الأولي وأعضاء المناطق التابعة للجنة الحكام الرئيسية وأعضاء مجلس إدارة الأندية الرياضية المشاركة بالدوري الممتاز المصري لكرة القدم وبذلك بلغ حجم عينة البحث الأساسية 220 فردا و تم الاستعانة بعدد (50) فردا من مجتمع البحث ومن خارج عينة البحث الأساسية وذلك بهدف تطبيق المعاملات العلمية لأداة البحث من الصدق والثبات. وتم استخدام استمارة الاستبيان لجمع البيانات والمعلومات وتطبيق الطرق الإحصائية المناسبة وتوصلت الباحثة إلي أن المتطلبات القانونية تلزم الحكم المحترف بالتفرغ التام وعدم الارتباط بأي عمل مع أي جهة أخري وعدم الأدلاء بأي بيانات أو أحاديث للصحافة أو أجهزة الإعلام إلا بإذن مسبق من مسؤولي لجنة الحكام الرئيسية كما أن التزامات الاتحاد المصري لكرة القدم تتمثل في دفع الأجر المتفق عليه في العقد للحكم المحترف وأن يحصل الحكم على أجازه سنوية محددة الفترة الزمنية ومدفوعة الأجر بالكامل وتوفير التأمين ضد الإصابة أثناء العملية التدريبية والتأمين الصحي للحكم المحترف وأسرته بينما المتطلبات الإدارية تتمثل في إجراء الاختبارات الطبية الشاملة على الحكم قبل بداية كل موسم وفي أي وقت خلال الموسم واجتيازها للتأكد من سلامة لياقته الطبية وإجراء الاختبارات البدنية على الحكم قبل بداية كل موسم للتأكد من سلامه لياقته البدنية واجتياز الاختبارات التحريرية قبل بداية كل موسم رياضي في مواد قانون كرة القدم واللغة الأجنبية أما عن المتطلبات التمويلية فنشتمل على التزام اللجنة الأولمبية بتحديد ميزانية الاتحاد المصري لكرة القدم واستقطاب نسبة من القيمة المالية لا تتعدي 5% للاستعانة بها في عملية احتراف الحكام في كل من عقد احتراف بين اللاعب والنادي والأموال التي يتم تحصيلها من البث التلفزيوني للمباريات التابعة للاتحاد وإيراد إصدار جريدة دورية للحكام. وأوصت الباحثة بتشـريع قانون الاحتراف الرياضي بمجلس النواب والعمل على تطبيقه واعتماد عقد الاحتراف وتزويده بترجمة معتمدة والتصديق عليه من الاتحاد الوطني ووزارة الخارجية وتفعيل قوانين الاستثمارات المتعلقة بالرياضة وقوانين الخصخصة من حيث إعطاء الفرصة للقطاع الخاص بأن يقود هذا المجال.

The research aims to identify the requirements for the application of the professionalism of the provisions of the Egyptian Football Union through the identification of the legal requirements for soccer administrative requirements for soccer funding requirements for the provisions of the football. And the use of the questionnaire form for the collection of data and information and the application of statistical methods appropriate researcher concluded that the legal requirements governing required full-time professional and non-link any action with any other and not to make any statements or interviews to the press or the media only with the prior authorization of the officials of the main referees' committee and that the obligations of the Egyptian Football Union of wage payment agreed in the contract professional judgment and sentence passed by specific annual time period driven full pay provision of insurance against injury during the training process, health insurance and professional judgment and his family while the administrative requirements of medical tests and comprehensive power before the start of each season at any time during the season and to ensure the safety of medical fittness and physical tests on governance Before the beginning of every season to ensure Salameh fittness center to pass the tests of translation before the beginning of each sports season in the articles of the law on football foreign language either by funding requirements include the commitment of the Olympic Committee to determine the budget of the Egyptian Football Union and the polarization of a proportion of the financial value does not exceed 5% to assist in the professionalization of the rulers in each of the professionalism of between the player Club and the funds collected from broadcasting the preliminaries of the Cite the issuance of periodic newspaper the rulers. The researcher recommended the enactment of a law sports professionalism in the House of Representatives and the applied and the adoption of the convening of the professionalism and provide certified translation of the ratification of the National Union and the Ministry of Foreign Affairs and activating the investment laws related to the sport and the laws of privatization in terms of giving the private sector the opportunity to lead this area.
