المستخلص: تناول البحث موضوع وظائف الحدود السياسية في زمن العولمة، حيث بدأ بتعريف الحدود السياسية ومفهوم العولمة وأنماطها والعوامل التي ساعدت على ازدهارها، ثم أشار إلى وظائف الحدود السياسية المختلفة، سواء وظيفة الأمن والحماية أو الوظيفة القانونية وتحديد مدى سيادة الدولة أو وظائفها الاقتصادية والثقافية والصحية. ثم أوضح تغير وظائف الحدود نتيجة لتطور وسائل الإنسان وتغير واقع العالم ومنظماته وتحالفاته المختلفة. وفي الجزء التالي تناول البحث مستقبل وظائف الحدود ومدى تغيرها في عالم يتجه نحو العولمة. وأظهرت الدراسة أن هذه الوظائف تغيرت بالفعل وأخذت شكلا آخر، ففي جانب وظيفة الحماية والأمن، ومع الثورة في السلاح الجوي والأقمار الصناعية وعمليات التجسس والاختراقات الإليكترونية؛ فإن الحدود السياسية فقدت جزءا من وظيفتها في هذا، وانتقل جزء من هذه الوظيفة إلى تلك الأجهزة الوطنية المعنية بالأمن العسكري والمعلوماتي. وفي جانب الوظيفة القانونية وتحديد السيادة ظهر دور العولمة في مزاحمة سيادة الدولة وإضعافها داخل حدودها. كذلك تأثرت وظيفتها الاقتصادية كثيرا مع ظهور المنظمات والمؤسسات الاقتصادية العالمية والشركات متعددة الجنسيات، وقيام الاتحادات والأحلاف الاقتصادية والسياسية. وإلى جانب هذا فإن هذه الاتحادات غيرت في وظيفة الحدود الرقابية على تنقلات الأفراد بين دولها. أما الوظيفة الثقافية فهي أكثر الوظائف تأثرا بوسائل العولمة وثورة الاتصالات. وفي الأخير تناول البحث تجربة الاتحاد الأوروبي، كنموذج للتغير في وظائف الحدود السياسية داخل دول الاتحادات والتحالفات الإقليمية في العالم؛ حيث تم التعريف بالاتحاد ومراحل تطوره وواقع الحدود ووظائفها بين دوله. وختمت الدراسة بالتأكيد على بعض التوصيات للدول والجهات المسئولة عن أمن الحدود.

The research dealt with the functions of political boundaries in the era of globalization. At first, it defined the political boundaries, the globalization concept and patterns, and the factors that contributed to the growth and spread. Then, it referred to the functions of different political boundaries, whether the function of security, protection or legal function, and determining the extent of state sovereignty or economic and supervisory function on the movement of individuals as well as cultural and health. The research explained the functions change of the borders, according to the evolution of human means and changing the reality of the political world and the numerous organizations and alliances. The following section dealt with the future and extent of change in the functions of boundaries in a globalizing world. It showed that these functions have already changed and taken different form. On the protection and security side, with the great revolution in air force, satellite, espionage and cybercrime, the political boundaries have lost part of their functions, and another part of function has gone to the national security agencies. On the other side of the legal function and the definition of sovereignty, the role of globalization has appeared in the contention and weakening of state sovereignty within its boundaries. Its economic function was also greatly affected by the emergence of international economic organizations and institutions, as well as multinational companies. Further, the confederations and alliances have opened the borders of the member states within each other and facilitated trade among them. In addition, the regional associations have changed the border function in the control and movement of personnel. The cultural function is the most affected by the means of globalization and the revolution of communications and information. The study then dealt with the experiment of the European Union as a model for changing the functions of the political boundaries within the countries of the regional federations and alliances in the world. The Union was identified, its stages of development, and the reality of borders and functions among the countries. Finally, the research concluded by stressing some recommendations to countries and authorities responsible for border security.
