المستخلص: ظهر نظام الإدارة المحلية منذ بدء الخليقة فأينما يوجد تجمع سكاني تواجد معه نظام مصغر للإدارة المحلية، ومع تطور المجتمعات حدث تطور في أسلوب حكم المجتمع إلا أنه كان الشكل المميز له هو المركزية المطلقة. وكان لانتشار الفساد بالمحليات أثر في الاهتمام بالتنمية المحلية، وفي إطار السعي لتطبيق اللامركزية والاعتماد على الذات داخل المؤسسات الإدارية والسياسية يأتي الاهتمام بتنمية الشباب، الذي هو بمثابة المحرك الأساسي لتلك المؤسسات فلا رقي دون الارتقاء بالشباب ورفع كفاءته الانتخابية والخدمية من خلال التحفيز المعنوي والتدريب المستمر له، وتطوير الشباب بإعداد برامج تدريبية تؤهلهم لشغل المناصب القيادية في المستقبل في نطاق العمل السياسي كالمحليات. تعتبر المجالس الشعبية المحلية مدارس لتخريج القيادات على المستوى الوطني، فهي تتمتع بدور مهم في التنمية السياسية وهي شريك مع السلطة المركزية لتنفيذ السياسات العامة للدولة، بالإضافة إلى دورها في الرقابة على تنفيذ السياسات وهذا هو الدور الحقيقي للمجالس الشعبية المحلية والذي تسعى الحكومة الحالية لتفعيله. ومنها كان من الضروري تمكين الشباب وتنمية مداركهم، لكي يشارك بقوة وفعالية في العمل العام (المحليات)، وينافس في العملية الانتخابية، كناخبين وكمرشحين. ولكي نحقق مشاركة فاعلة لهؤلاء الشباب في الحياة السياسية، لابد من تمكينهم وبناء قدراتهم المهارية التي تمكنهم من ذلك وتمكينه من المشاركة في المحليات القادمة. وعليه قامت الباحثة بتمكين الشباب من المشاركة بالمجالس الشعبية المحلية في الجانب المهاري.

The local administration system has appeared since the creation of the creation, wherever there is a population, with which a small system of local administration existed, and with the development of societies, there has been an evolution in the style of community governance, but the distinctive form of it was absolute centralization. The spread of corruption in localities had an impact on the interest in local development, and in the context of seeking to implement decentralization and self-reliance within administrative and political institutions, attention to youth development comes, which is the primary engine of these institutions, so it is not promoted without upgrading youth and raising their electoral and service competence through moral stimulation and continuous training for it And developing youth by preparing training programs that qualify them to occupy leadership positions in the future within the scope of political work, such as localities. The local people's councils are considered schools for graduating leaders at the national level, as they have an important role in political development and are partners with the central authority to implement public policies of the state, in addition to their role in overseeing the implementation of policies and this is the true role of local people's councils that the current government seeks to activate. From them it was necessary to empower young people and develop their awareness. In order to participate strongly and effectively in public work (localities), and to compete in the electoral process, as voters and as candidates. In order to achieve effective participation of these young people in political life, they must be empowered and build their cognitive and skill capabilities that enable them to do so and enable them to participate in the upcoming localities. Accordingly, the researcher enabled the youth to participate in the local people's councils.
