المستخلص: هدفت الدراسة إلى الكشف عن كثافة استخدام المراهقين المكفوفين وضعاف البصر لبرامج وتطبيقات تكنولوجيا الاتصال عند تصفح الإنترنت، ودورها في التمكين الثقافي لتلك الفئات، ومعرفة مدى قبول عينة الدراسة لمحددات وخصائص انتشار المبتكرات من خلال استخدامهم لتكنولوجيا الاتصال، إضافة إلى التحقق من العلاقة بين استخدام برامج وتطبيقات تكنولوجيا الاتصال الحديثة ومستوى التمكين الثقافي لعينة الدراسة. تعد من الدراسات الوصفية، وطبقت على عينة مكونة من (188) مبحوثا من مستخدمي الإنترنت من المكفوفين وضعاف البصر بالمرحلة العمرية من 12 إلى 21 سنة من المشاركين بصفحات ومجموعات ذوي الإعاقة والمكفوفين وضعاف البصر من مستخدمي الفيسبوك بمحافظات مصر، باستخدام أداة الاستبيان الإلكتروني. أهم النتائج: التأثير الواضح لبعض المتغيرات الديموغرافية، خاصة (درجة الإعاقة، والسن، والمستوى الاجتماعي الاقتصادي) على مقاييس (كثافة استخدامهم لبرامج وتطبيقات تكنولوجيا الاتصال، وانتشار برامج وتطبيقات تكنولوجيا الاتصال كمبتكرات لديهم، والتمكين الثقافي لديهم). -وجود علاقة دالة إحصائيا بين المستوى الاجتماعي الاقتصادي (المرتفع- المتوسط- المنخفض) للمراهقين المكفوفين وضعاف البصر ومدى الحرص على استخدام برامج وتطبيقات تكنولوجيا الاتصال.

The study aimed to reveal the intensity of the blind and visually impaired adolescents’ use of communication technology programs and applications when browsing the Internet, and its role in the cultural empowerment of these groups, and to know the extent to which the study sample accepts the determinants and characteristics of the spread of innovations through their use of communication technology in addition to verifying the relationship between the use of programs and applications OF Modern technology communication and the level of cultural empowerment of the study sample. The study is a descriptive study and was applied to a sample of (188) from blind and visually impaired of internet users in the age from 12 to 21 years of the participants with pages and groups of people with disabilities, the blind and visually impaired users of Facebook in the governorates of Egypt. Using the electronic survey questionair. Main results: There is clear influence of some demographic variables, especially (degree of disability, age, socio-economic level) on measures of (the intensity of their use of communication technology programs and applications, the spread of communication technology programs and applications as their innovators, and their cultural empowerment). - There is a statistically significant relationship between the socio-economic level of blind and visually impaired adolescents and the extent of diligence in using applications and communication technology programs.
