المستخلص: تعد الوقاية الأسلوب المثالي في معالجة مشكلات البيئة والتصدي لها، بحيث أن تكاليف الوقاية ستكون أقل كلفة بكثير من تكاليف علاج الأضرار التي يمكن أن تمس مختلف عناصر البيئة وهي أضرار لا حصر لها. ولقد وضع المشرع الجزائري مجموعة من الآليات الوقائية لحماية البيئة في مختلف جوانبها حيث تتمثل هذه الآليات في نظام الترخص بتطبيقاته المتعددة في مجال حماية البيئة وكذا نظام الإلزام، أسلوب الحظر، دراسة مدى التأثير وموجز التأثير، سواء فيما يتعلق منها لحماية الموارد المائية أو المجال الطبيعي من خلال القوانين التي تصب في الإطار العام لحماية البيئة.

La prévention est la méthode idéale pour traiter et résoudre les problèmes environnementaux, car les coûts de la prévention seront beaucoup moins chers que les coûts de traitement des dommages qui peuvent affecter les divers éléments de l'environnement, qui sont des dommages innombrables. Le législateur algérien a mis en place un ensemble de mécanismes préventifs pour protéger l'environnement dans ses différents aspects, car ces mécanismes sont représentés dans le système d'autorisation avec ses multiples applications dans le domaine de la protection de l'environnement ainsi que le système contraignant, la méthode d'interdiction, l'étude de l'ampleur de l'impact et la synthèse de l'impact, que ce soit en relation avec la protection des ressources en eau ou le domaine naturel de Par les lois qui s'inscrivent dans le cadre général de la protection de l'environnement

Prevention is the ideal method for addressing and dealing with environmental problems because prevention costs will be much less than the costs of treating damages that can affect various elements of the environment, which are innumerable damages. The Algerian legislator has developed a set of preventive mechanisms to protect the environment in its various aspects. These mechanisms are represented in the licensing system with its multiple applications in the field of environmental protection, as well as the obligatory system, the method of prohibition, the study of the extent of the impact, and the summary of the impact, whether in relation to protecting water resources or the natural field by the laws that fall within the general framework of environmental protection.
