المستخلص: شهد العراق عدد من الخطط التنموية التي تستهدف أحداث تغييرات في مؤشرات اقتصادية واجتماعية ضمن مؤشرات التنمية المستدامة. حيث رسمت هذه الخطط الطريق لتحقيق هذا الهدف مبنية على أسس ومعايير استقرائية للواقع الاقتصادي للعراق، وضمن إمكانات البلد ومشاكله وما يواجهه من تحديات أمنية وسياسية. فعملت الحكومة على رسم طريق يكون ممهد لاستهداف التنمية الوطنية خلال مدد متفاوتة ضمن خطط واستراتيجيات متوسطة وطويلة الآجل، فالخطة الوطنية للمدة (2010-2014) عملت على الوصول إلى عدد من الأهداف في مجال التنمية إلا أنها واجهت انحرافات عن هذه الأهداف، ترجع أسباب هذه الانحرافات إلى أداء الجهات المنفذة للحكومة وعدم جدية البعض من هذه الجهات إلى تنفيذ أهداف هذه الخطة. ووجود بيئة تنتشر فيها ظاهرة الفساد الإداري والمالي الأمر الذي أثر في نسب الإنجاز للخطة. إضافة إلى ما سبق تأثير البعد الأمني والسياسي كل ذلك عرقل من عملية إقرار المشاريع وتنفيذها ضمن المدد المحددة فأضعف الالتزام بالخطة الموضوعة فلم تتمكن من تحقيق هدف التنمية بالنهوض بالاقتصاد العراقي وديمومة ذلك للمراحل اللاحقة واستمرارية تحسين مستويات عالية للتنمية المستدامة. كما أن الأزمات والصدمات التي واجهت الاقتصاد العالمي كان له انعكاسات على الاقتصاد العراقي، فانخفاض أسعار النفط الخام خفض من عوائده لتنعكس على ما كان مخططا ومتوقعا لهذه الأسعار ضمن خطة التنمية الوطنية. دعى ذلك كله إلى ضرورة وضع خطة تنموية جديدة للمدة (2013-2017). لتواكب التداعيات العالمية على الاقتصاد العراقي وتعالج المشاكل المحلية التي واجهت الخطة السابقة فتكون خطة أكثر شمولية ودقة من أجل استهداف الأنشطة الإنتاجية غير النفطية والخدمية والتوزيعية. لكن هذه الخطة أيضا واجهت المشاكل والعراقيل ذات الطابع المحلي والإقليمي والدولي، لذا أطلقت الحكومة العراقية خطة التنمية الوطنية (2018-2022) التي تستهدف الاهتمام بالمرتكزات التنموية من خلال أربعة أعمدة رئيسية: الحوكمة، القطاع الخاص. أعمار المحافظات المتضررة جراء العمليات العسكرية، والعمل على تخفيض نسب الفقر في العراق.

Iraq has witnessed a number of development plans aimed at bringing about changes in economic and social indicators within the indicators of sustainable development, These plans have charted the way to achieving this goal, based on the principles and criteria of Iraq's economic reality, and within the country's potential, problems and security and political challenges. The government has worked to chart a path that will be paved to target national development over varying periods within medium and long-term plans and strategies, the National Plan for The Period (2010-2014) worked to reach a number of goals in the field of development, but faced deviations from these goals, The reasons for these deviations are due to the performance of the implementing authorities of the government and the lack of seriousness of some of these entities to the implementation of the objectives of this plan, and the existence of an environment in which the phenomenon of administrative and financial corruption is prevalent, which affected the completion rates of the plan, in addition to the above the impact of the security and political dimension all that hindered the process of reading The projects were implemented within the specified periods, weakening the commitment to the plan set and were not able to achieve the goal of development by promoting the Iraqi economy and continuing to do so for the later stages and continuing to improve high levels of sustainable development. As the crises and shocks that faced the world economy had repercussions on the Iraqi economy, the decline in crude oil prices reduced its revenues to reflect what was planned and expected for these prices within the national development plan, all of this called for the need to develop a new development plan for the duration (2013-2017), To keep pace with the global repercussions on the Iraqi economy and address the local problems that faced the previous plan, it would be a more comprehensive and accurate plan to target non-oil, service and distribution production activities. But this plan also faced problems and obstacles of a local, regional and international nature, so the Iraqi government launched the National Development Plan (2018-2022) which aims to take care of the development pillars through four main pillars: governance, the private sector, and the reconstruction of the provinces affected by the Military operations, and work to reduce poverty in Iraqi.
