المستخلص: تعتبر التنمية إحدى الوسائل للارتقاء بالإنسان ولكن ما حدث هو العكس تماماً حيث أصبحت التنمية هي إحدى الوسائل التي ساهمت في استنفاذ موارد البيئة وإيقاع الضرر بها بل وأحداث التلوث بها حيث تتراوح التكلفة الاقتصادية لعملية للإصلاح في البلدان المتقدمة ما بين 3% و5% من الناتج القومي الإجمالي على الرغم من هذه الدول تستخدم هذا الإنفاق على أنه استثمار ضروري يحقق عوائد ضخمة ويمكننا تحديد المجالات الأكثر شيوعاً في عمليات التنمية وإن لم تكن بشكل مباشر والتي تؤثر على البيئة ولأن الوسط الحضري يعتبر البيئة المستحدثة للإنسان وكل نشاطاته فهو يؤثر ويتأثر بها، ويساهم بشكل كبير في تنمية البيئة أو الإلحاق بالضرر بها وتختلف مخلفات الإنسان باختلاف نشاطاته، ومن أهم المشاريع التنموية بروز منظمة الصحة العالمية وإعطائها برنامجا للنهوض بقطاع الصحة والعمل ببنود وفق مبدأ واحد وموحد عالميا. تعتبر المستشفيات أحد أهم الهياكل التي تحتوي الداء والدواء والمرض والعلاج والرعاية الصحية فهو المكان الذي يمارس فيه الطب والذي عرف تقدما وتطورا ملحوظ كان له الأثر الإيجابي على سائر المجتمعات وذلك في المحافظة على صحة الإنسان ومحاربة الأمراض المختلفة وبكل أنواعها مما يمنح له الإحساس بالأمن و يساعده في تفريغ طاقاته بأشكال مختلفة من إبداع وتقدم لمجتمعه وبلده إلا أن للطب كذلك آثار سلبية تتمثل فيما مترتب عليه من تلويث للبيئة بمختلف النفايات الطبية التي تؤدي إلى إصابة أفراد المجتمع بأضراره الخطيرة والمميتة في أغلب الأحيان. كما تختلف هذه النفايات الطبية من الإبر والحقن والقطن والشاش وكذا العينات الملوثة بسوائل ودماء المرضى وأحيانا مخلفات إشعاعية وأعضاء بشرية.... الخ ولأن هذه المخلفات مصدرها المريض لذا فهي تحتوي على فيروسات وفطريات مما دعي العديد من المنظمات الدولية والإقليمية ومن بينها الجزائر إلى إعطاء أهمية كبيرة لهذه المشكلة العويصة وذلك من خلال البحوث والدراسات والمسؤوليات وحملات التوعية على مستوى المجتمع والمستشفيات للحد من انتشارها.
