المستخلص: أن تنظر إلى القيود التي تعوق النظام أي نظام عن تحقيق أهدافه على أنها إيجابيات، أن تصبح معوقات النظام معينات لتحسينه بصفة مستمرة، هذا هو منطلق نظرية القيود، الذي حاول البحث التأصيل له نظرياً، لتقديم فكر جديد يمكن تطبيقه بالمؤسسات التعليمية التي تأن بالقيود. وكان نتيجته التعرف على تكتيكات هذه النظرية وإمكانية استخدامها في تحديد قيود النظام وتحسينها للانتقال إلى وضع أفضل في المستقبل. وجاءت شجرة الاستراتيجية والتكتيك كأحد تكتيكات نظرية القيود وأحدثها، وقدمت النظرية من خلالها تصوراً جديداً للعلاقة بين الاستراتيجية والتكتيك: أهم ملامحه: الاستراتيجية والتكتيك كيانات موجودة دائماً معاً، الاستراتيجية والتكتيك كيانات موجودة في كل مستوى من مستويات الشجرة، كل كيان مكون من استراتيجية وتكتيك يمثل تغيير ضروري لتحقيق الهدف الرئيسي للمؤسسة.

To view the constraints that hinder the system any system from achieving its objectives as positive, that the constraints of the system become aids to improve it continuously, this is the starting point of the theory of constraints, which tried to root theoretically, to provide a new thought can be applied to educational institutions that are constrained. As a result, the techniques of this theory have been identified and can be used to identify and improve system constraints to move to a better position in the future. The strategy and tactic tree came as one of the most recent techniques of the theory of constraints, and the theory presented a new concept for the relationship between strategy and tactic; Strategy and tactic are always entities together. Strategy and tactic are entities at every level of the tree. Each entity is made up of a strategy and tactic that is a necessary change to achieve the organization’s main objective.
