مشكلة البحث هي الآثار المتوقعة من تطبيق الخصخصة على جودة التعليم العالي في المملكة العربية السعودية من وجهة نظر أعضاء الهيئة الإدارية والتعليمية بجامعة شقراء؟ استخدمت الباحثة المنهج الوصفي المسحي في الدراسة، كما استخدمت أداة الاستبانة للإجابة على تساؤلات الدراسة، تكون مجتمع الدراسة من أعضاء الهيئة الإدارية والتعليمية بجامعة شقراء، والبالغ عددهم (٢٤٥٨) عضواً، وتم اختيار العينة بالطريقة الطبقية العشوائية وبلغ حجمها (٣٣٢) عضواً من أعضاء جامعة شقراء. وتوصلت الدراسة إلى عدة نتائج، من أبرزها: أن من أبرز الآثار المتوقعة من تطبيق الخصخصة حسب توجهات منسوبي جامعة شقراء: (تطوير المهارات الإدارية للإدارات العليا في الجامعة، ربط الحوافز بالإنتاجية لمنسوبي الجامعة، جعل العملية الإدارية أكثر مرونة في التجديد والتلاؤم مع المستجدات، الحد من هدر الموارد المالية في الجامعة، زيادة ارتباط تخصصات الجامعة بسوق العمل)، أن جامعة شقراء تتبنى معايير جودة التعليم العالي والمرتبطة بإدارة الجامعة بدرجة عالية، والتي تتضمن: (إتقان شاغلي الوظائف الإدارية العليا للمهارات الإدارية، تجاوب إدارة الجامعة مع احتياجات منسوبي الجامعة، أن اللوائح التنظيمية متاحة لجميع منسوبي الجامعة والذين تهمهم هذه اللوائح). ختاماً قدمت الدراسة عدة توصيات، من أهمها: العمل على إنشاء هيئة تنظيمية تشرف على الجامعات مما يوفر الكثير من الهدر المالي، العمل على تخصيص ما يمكن تخصيصه في الجامعات بما يضمن المنافسة بين الجامعات في العمل على التطوير وتحسين الجودة التعليمية والبحثية.
The problem of research is the expected effects of the application of privatization on the quality of higher education in the Kingdom of Saudi Arabia from the point of view of members of the administrative and educational body at the University of Shakra? The researcher used the descriptive descriptive method in the study. The questionnaire tool was used to answer the study questions. The study population consisted of members of the administrative and educational staff of Shakra University. The sample was (2458) Blonde. The study reached several results, the most prominent of which are: One of the most prominent effects expected from the application of privatization according to the directions of the employees of Shakra University: (Development of the administrative skills of the higher departments at the university, linking incentives to productivity of university employees, making the administrative process more flexible in renewal and adaptation to developments, Of the waste of financial resources at the university, increasing the link between the University's specialties in the labor market), that the University of Shakra adopt the standards of quality of higher education and related to the management of the university to a high degree, which include: (Iqan occupants of senior administrative functions of management skills, The university's employees, that the regulations are available to all employees of the university and who are interested in these regulations). In conclusion, the study presented several recommendations, the most important of which are: Working on establishing a regulatory body that oversees the universities, thus saving a lot of financial waste, working on allocating what can be allocated in universities to ensure competition between universities in working on development and improving educational and research quality.
