المستخلص: قياس الرأي العام من أهم الموضوعات التي أعتنى بها معظم الحكام قديما، لمعرفة أحوال الرعية وردود أفعالهم تجاه قرارات الحكومة وأفعالها، وتطور الأمر إلى أن أصبح الرأي العام قوة يحسب لها كل حساب، فأنشئت المراكز والمعاهد المتخصصة لقياسه، إلا أن الأمر في الدول النامية لازال لم يأخذ نصيبه من الاهتمام، وهذا راجع إلى أسباب عدة. ومن هنا أنطلق هذا البحث لدراسة إشكالية مفادها، ما هي أهم الصعوبات التي جعلت من قياس الرأي العام في الدول النامية متسما بالصعوبة؟ أعتمد الباحث على المنهج الوصفي والتحليلي، وتم توزيعه إلى مقدمة ومطلبين: تناول المطلب الأول الصعوبات النظرية، وخصص المطلب الثاني للصعوبات المنهجية، ثم خاتمة خلص فيها الباحث إلى نتائج انبثقت عنها بعض التوصيات.

Measuring public opinion is one of the most important issues that most rulers took care of in the past, in order to know the conditions of the parish and their reactions to the government's decisions and actions, and the matter developed until public opinion became a force to be reckoned with, so specialized centers and institutes were established to measure it, but the matter in developing countries did not take its share of interest, and this is due to several reasons. Hence, this research was launched to study the problematic contained in the following question: What are the difficulties that made measuring public opinion in developing countries difficult? The researcher relied on the descriptive and analytical approaches, and the research was divided into an introduction and two requirements: the first requirement dealt with theoretical difficulties, and the second requirement devoted methodological difficulties, and then a conclusion in which the researcher concluded with results from which some recommendations were emerged.
