المستخلص: يأتي الاهتمام بالفساد الإداري من ضمن الأولويات في السياسات الدولية والمحلية، وبالرغم من عظم الاهتمام بهذا الموضوع إلا أن مشكلته لا زالت قائمة بين جميع الدول وتختلف حدتها وظهورها وتأثيرها بحسب ظروف كل دولة وما تتمتع به من إمكانيات سياسية واقتصادية وثقافية، ولكن النقطة المفصلية بهذا الإطار هل هناك متغيرات إدارية يمكن أن تساهم في التخفيف من حدة هذه الظاهرة الآخذة في الانتشار والممتد تأثيرها لجميع مناحي الحياة؟ انطلاقا من تأثير الإدارة في تقدم الدول إذ أنه يعزي تقدم الدول إلى مدى قدرة قيادتها على إدارتها فما هو الحال في حال دخول التقنية إلى الإدارة وبروز مدخل الإدارة الإلكترونية كأحد المداخل الإدارية الجديد التي تساعد في إدارة الدول والمنظمات بشكل أكثر فعالية ومهنية. وكان هدف الدراسة الرئيسي معرفة الدور الذي تقدمه الإدارة الإلكترونية في الحد من الفساد، وقد توصلت الدراسة إلى العديد من النتائج من أبرزها الفساد موجود وفي درجات متفاوتة وينتشر في الدول الفقير، وتعتبر الإدارة الإلكترونية مدخلا إداريا جديدا يضاف للمداخل الإدارية السابقة، ويرتبط بها العديد من الفوائد المنعكسة على النزاهة ومحاربة الفساد. كما بينت الدراسة أن هناك فئات محرومة من الاستفادة من الأدرة الإلكترونية قد تكون موجود في العديد من الدول. أيضا أفضت الدراسة إلى أن الإدارة الإلكترونية تساهم في توحيد النظر للإدارة، إدارة تدار بعقلية إلكترونية في فضاء رقمي يخضع لسيطرة الدولة من دون الفصل بين الأدرة كإدارة حكومية أو إدارة خاصة، وتحقق الأدرة الإلكترونية العديد من الفوائد تنعكس على الوقت والاقتصاد والروتين والكفاءة والفعالية، مع ما توفره من بيئة إبداعية فاعلة.

The administrative corruption is considered one of the most important priorities of the international policies and local governments. Despite of, the interest in this issue, the problem is still unsolved and challengeable to different countries, differing in its effect, appearance and graveness according to the circumstances of each country. The effect of administrative corruption differs from a country to another according to political, economical, and cultural abilities of one another. The most important thing in this issue that there are various administrative changes that may contribute to relief from the influence of this phenomenon which affected on all fields of the life. However, many people believe that practicing the effective administration is behind many advanced countries. In other words, what will happen if technical administration takes place electronically in the governments and private sectors. Does that help and contribute the organizations and countries to be more effective and vocational? The main objective of this article is to know the role of the “Electronic Management” reducing the corruption in the countries. Anyway, the study reached to many results which the most prominent is that the corruption is present at different levels and it spreads in the poor countries. The E-government is considered new procedure to manage the communities and organizations in more active and effective, which reflects to many positive ways of anti- corruption. The study also has highlighted on that there are some people have been deprived from using this new technology in administration. The study has also reached to the effect of using E-management and contributes in unifying the vision towards management. The management runs electronically in virtual space that is administrated by the state without putting barriers between governmental administration and private one. Finally, the E-management will achieve many benefits, which reflect on time, routine, efficiency and proficiency of organizations and communities all over the world sufficiently and effectively in a creative environment.
