تعد المشروعات الصغيرة من أهم المشروعات الاستراتيجية للتنمية الاقتصادية والاجتماعية للدول المتقدمة والدول النامية على حد سواء. وتمثل تلك المشروعات مدخلا للتنمية الاقتصادية، ويمكنها توفير احتياجات المجتمع من منتجات وخدمات. وإذا ما حظيت تلك المشروعات بالاهتمام، فسوف يكون لها دور في زيادة الناتج القومي وزيادة قدرتها التنافسية مما يمكنها من غزو الأسواق الخارجية مما يساعد على معالجة العجز في ميزان المدفوعات، فضلا عن مساهمتها الكبيرة في القضاء على البطالة، وعلى الرغم من الاهتمام الملحوظ بالمشروعات الصغيرة في مصر فإن الممارسة أسفرت عن وجود العديد من أوجه القصور والعجز بعكس تجارب بعض الدول النامية الأخرى التي حققت نجاحا ملحوظا في هذا المجال. ولذلك كان لابد من وضع استراتيجية لتنمية تلك المشروعات في مصر تقوم ركائزها على الاستفادة من تجارب الدول الناجحة في هذا المجال، ومواجهة أوجه القصور التي تظهر أثناء الممارسة، وقد تضمنت الدراسة ثلاثة مباحث خصصنا المبحث الأول لماهية المشروعات الصغيرة وأهميتها، وكرسنا المبحث الثاني للتجربة المصرية في مجال تلك المشروعات، واستعرضنا في المبحث الثالث استراتيجية تنمية تلك المشروعات في مصر.
Small Enterprises are considered those of most important strategic Enterprises for economic and social development for both developing and developed Countries. These Enterprises represent an intro duct ion for economic development; Moreover, They can provide the needs of the Community from Products and services. If those Enterprises receive the required attention, They will Play a great role in increasing the national output and its Competitive ability which will enable them from invading the Foreign markets helping to treat the balance of Payments deficit, in addition to their significant Contribution to the elimination of unemployment, And, Despite the remarkable interest in Small Enterprises in Egypt, The Practice has resulted in many Short Comings and deficits in Contrast to the experiences of some other developing Countries that have achieved remarkable success in this field. Therefore, it was necessary to develop a strategy for the development of those Enterprises in Egypt based on the advantage of the experiences of Countries success full in this area and to address the short Comings that appear during Practice. This Study included three topics. We devoted the First topic to what small Enterprises and their importance. We devoted the Second topic to the Egyptian Experience in the Field of this Enterprises in the third topic we reviewed the strategy of developing these Enterprises in Egypt.
