المستخلص: سكيكدة، التي تضم ثاني أكبر مجمع للصناعات البتروكيميائية في الجزائر، كانت مسرحا طوال تاريخها للعديد من الحوادث الصناعية. غير أن الانفجار الذي وقع في مجمع التكرير GNL1/ K بتاريخ 19 جانفي 2004، اعتبر بمثابة ناقوس الخطر الذي سلط الضوء على الكثير من التقصير. بناء على منهج متعدد التخصصات وعلى عمل ميداني، يهتم هذا البحث بدراسة وتحليل دور مختلف الجهات الفاعلة في إنشاء منطقة الخطر الصناعي وهذا بهدف تحقيق سيطرة أفضل عليه. أثبتت الدراسة وجود عدة فاعلين ينشطون دون تعاون وأن السيطرة على الخطر الصناعي يتطلب تنسيق وتضافر الجهود والالتفاف حول نهج نظامي متكامل.

Skikda, that houses the second pole of petrochemical industry in Algeria, was along its history the theater of many accidents. However, the explosion in the refinery complex GNL1/K, occurred on January 19 th 2004, was considered as an alert that highlighted a lot of shortcomings. Based on a multidisciplinary approach and on real fieldwork, this research is interested in the study and analysis of the role of the different stakeholders in the construction of a risk area in order to achieve better control of industrial risk. The study proved the existence of several actors acting without collaboration and that the control of industrial risk requires coordination and concerted actions united around of a systemic and global approach.

Skikda, qui abrite le deuxième foyer de l’industrie pétrochimique en Algérie, était le long de son histoire le théâtre de plusieurs accidents industriels. Cependant, l’explosion dans le complexe de raffinerie GNL1/K, survenue le 19 janvier 2004, était considérée comme une alarme qui a mis en relief beaucoup de carences. En se basant sur une approche pluridisciplinaire et sur un véritable travail de terrain, cette recherche s’intéresse à l’étude et l’analyse du rôle des différents acteurs dans la construction d’un espace à risques afin de parvenir à une meilleure maîtrise du risque industriel. L’étude a prouvé l’existence de plusieurs acteurs agissant sans collaboration et que la maîtrise du risque industriel nécessite une coordination et des actions concertées réunies autour d’une démarche systémique et globale.
