المستخلص: تتناول هذه الورقة البحثية كفاءة المعجم العربي عموما والمعجم العربي الأساسي خصوصا في التوفيق بين تحقيق مبدأ الاقتصاد في عناصره المعجمية وبناء الملكة اللغوية لمستخدميه وتنميتها، وقد اجتهد البحث في الإجابة عن سؤال حول كفاءة المعجم العربي الأساسي في تنمية تلك الملكة، معتمدا في ذلك على المنهج الوصفي التحليلي، مستهدفا تحقيق عدد من الأهداف، منها: الكشف عن ملامح الاقتصاد في عناصر المعجم العربي الأساسي، وتحديد مفهوم الملكة اللغوية، وبيان مستوياتها، وتوضيح خصائصها، وتتبع مظاهر كفاءة المعجم العربي الأساسي في تنميتها، ورصد صور اضطرابها.
وقد أولى البحث المعجم العربي الأساسي بالدراسة لما يلي:
أولا: أنه معجم عربي أخذ بمبادئ الصناعة المعجمية الحديثة، وتوافر عليه عدد من الخبراء، قلما يجتمعون في عمل معجمي واحد، بما يعني القصد إلى كل ما أخذ به منهج المعجم من زيادة أو اقتصاد في بنيته المعجمية.
ثانيا: أنه استهدف فئة متعلمي اللغة العربية من غير الناطقين بها، بما يفترض تلبيته لحاجاتهم اللغوية، ومراعاة خصائص ملكتهم اللغوية بناء وتنمية، مع الأخذ في الاعتبار أن المعجم ليس كتابا في الأصوات أو الصرف أو النحو، وإنما هو مرجع في معاني الكلمات وأصولها، يهدف إلى بناء الملكة الدلالية لمستخدميه، وهو في سبيله لتحقيق تلك الغاية فإنه يدعم أيضا الجوانب الأخرى من ملكتهم اللغوية العامة كالجانب الصوتي والصرفي والتركيبي والتداولي.
وتعد الموازنة بين الاقتصاد في بنية المعجم، وما تقتضيه أحيانا تنمية الملكة اللغوية من توسعة وإسهاب من أهم التحديات التي يقابلها واضعو المعاجم؛ لأهمية كل منهما في تأدية المعجم لوظيفته، وخطورة ما يترتب على إغفالهما.
وقد تناول البحث تلك القضية في مقدمة وخاتمة وثلاثة مباحث، بحث الأول منها الاقتصاد في المعجم العربي الأساسي على مستوى المداخل، والشروح والتفسيرات، وكذلك المعلومات الوظيفية والتداولية، وبحث الثاني مستويات الملكة اللغوية، وخصائصها لدى متعلمي اللغة العربية من غير الناطقين بها، أما الثالث فقد بحث مدى كفاءة المعجم العربي الأساسي في تنمية الملكة اللغوية لمستخدميه على مستوياتها الصوتية والصرفية والدلالية والتركيبية والتداولية.


This paper discusses the efficiency of the Arabic lexicon in general and the basic Arabic lexicon, in particular, in reconciling the realization of the principle of economy in its lexical elements and building and developing the language ability of its users. The research attempted to answer a question about the efficiency of the basic Arab lexicon in developing that ability. It relied on the descriptive and analytical approach and targeted to achieve a number of objectives, including: Revealing the features of the economy in the elements of the basic Arab lexicon, defining the concept of linguistic ability, explaining its levels, and clarifying its characteristics, following the efficacy phenomenon of the basic Arab lexicon in the development and monitors forms of its disturbance.
The research studied the basic Arab lexicon for the following:
First: it is an Arab lexicon that took the principles of the modern lexical industry. A number of experts made themselves available to it while they rarely meet in one lexical work. This means targeting all the lexical approaches of increase or decrease in its lexical structure.
Second: t targeted the category of non-native Arabic language learners that requires meeting their linguistic needs. It also requires paying attention to the characteristics of their language ability in terms of building and developing while taking into account that the lexicon is not a book of phonetics, morphology, or syntax, rather a reference (book) for the meanings and origins of words aimed at building the semantic ability of its users. In its quest to achieve that goal, it also supports other aspects of their general language ability, such as phonetic, morphological, synthetic, and deliberative.
Balancing between the economy in the structure of the lexicon and the expansion and elaboration that are sometimes necessitated by the development of the language ability are part of the critical challenges faced by the developers of the lexicon, for the importance of both of them in the lexicon performing its function and the danger of the consequences of neglecting them.
The research dealt with that issue in an introduction, a conclusion, and three chapters.
The first chapter discussed the economy in the basic Arab lexicon at the level of approaches, explanations, and interpretations, as well as functional and deliberative information.
The second chapter examined the linguistic ability levels and their characteristics among non-native Arabic language learners.
The third chapter discussed the efficiency of the basic Arabic lexicon in developing the language ability for its users at the audio, morphological, semantic, synthetic, and deliberative levels.
