المستخلص: ركزت العديد من الدراسات على أدوات التخطيط الحضري في الجزائر. يتقارب تشخيص ونتائج هذه الدراسات على فكرة أنها ستكون خاطئة وقديمة وعفا عليها الزمن. وينتهي الأمر بتحويلها من أدوات الإدارة والتنظيم الحضري إلى أدوات لإدارة وتنظيم الحالة. موجهة نحو دراسة حالة قسنطينة، تحلل هذه المساهمة الوضع الحالي لأدوات التخطيط الحضري المستخدمة ودورها في نسيج المدينة بين برامجها وتنفيذها وواقع المجال. يتم استخدام طريقة المسح في جمع البيانات. تعتبر المراقبة والتحقيق في المواقف مع الجهات الفاعلة المسؤولة عن التصميم الحضري من الأساليب الأساسية للتحقيق. الهدف توضيحي وشامل. الاهتمام هو تسليط الضوء على فشل أدوات التخطيط الحضري هذه في الجزائر بشكل عام ومدينة قسنطينة بشكل خاص مع التأكيد على أن عملية التحضر تتم خارج هذه الأطر القانونية.

Many studies broached urban planning instruments in Algeria. The diagnosis and the results of these studies converge on the idea that they would be defective, outdated and obsolete. This turns them from management and planning regulation tools into management and regulation tools of a state of affairs. This contribution, which is oriented towards the case study of Constantine, analyses the current situation of the used planning instruments and their role in the fabric of the city, their programming, their implementation and the reality of the field. The survey method is used in data collection. Situational observation and interviews with the actors responsible for urban design are the basic techniques of investigation. The aim is explanatory and comprehensive. The interest is to highlight the failure of these urban planning instruments in Algeria in general and the city of Constantine in particular while confirming that urbanization is done outside these legal frameworks.

De nombreuses études se sont penchées sur les instruments d’urbanisme en Algérie. Ces derniers seraient défaillants, décalés, dépassés et obsolètes. Ceci finit par les transformer d’outils de gestion et de régulation urbaine en outils de gestion et de régulation d’un état de fait. Orientée vers l’étude du cas de Constantine, cette contribution analyse la situation actuelle des instruments d’urbanisme utilisés et leur rôle dans la fabrique de la ville entre leur programmation, leur mise en œuvre et la réalité du terrain. La méthode d’enquête est utilisée dans la collecte des données. L’observation en situation et l’entretien avec les acteurs responsables de la conception urbanistique sont les techniques de base d’investigation. La visée est explicative et compréhensive. L’intérêt est de mettre en exergue l’échec des instruments d’urbanisme en Algérie en général et la ville de Constantine en particulier tout en confirmant que l’urbanisation se fait en dehors de ces cadres juridiques.
