المستخلص: لقد كرس التعديل الدستوري لسنة 2016 مفاهيم جديدة لم تكن موجودة من قبل، منها الديموقراطية التشاركية، سيما على المستوى المحلي، التي تسمح بإشراك المجتمع المدني بمختلف مكوناته خاصة المواطن في عملية التسيير العمومي عن طريق المشاركة في اتخاذ القرار العمومي عن طريق المشاركة في اتخاذ القرار العمومي على المستوى المحلي، لأن حوكمة الإدارة المحلية يستلزم وضع سياسة تشاركية ناجعة. ولكن عملية تحويل هيئة المجلس الشعبي البلدي إلى حقيقة مكرسة على أرض الواقع، تستوجب الاستعانة بآليات مختلفة تضمن إشراك المواطن في العملية التقريرية. وفي ظل انعدام قوانين تزود الجماعات الإقليمية بآليات الديموقراطية التشاركية طبقت الجزائر تجربة فريدة عرفت بمشروع كإبدال على مستوى عشر بلديات، وكل بلدية تنفرد بخصائص مختلفة.

The constitutional of 2016 has enshrined new concepts that did not exist before including participatory democracy, especially at the local level, which allows the participation of civil society in its various components with the citizen in the public management process, by participating in public decision-making at the local level, because governance of local administration requires the development of an effective participatory policy. However, the process of transforming the Municipal People’s assembly into a reality that is consecrated on the ground requires the use of various mechanisms that guarantee citizen participation in the decision process. In the absence of laws that would provide local authorities with mechanisms of participatory democracy, Algeria applied a unique experiment known as the Capdal project at the level of tem municipalities, and each municipaety has different characteristics.

La constitution de 2016 a consacré de nouveaux concepts qui n’existaient pas au paravent, y compris la démocratie participative au niveau local, qui permet la participation de la société avec ses différentes composantes et le citoyen dans le processus de gestion publique, en participant à la prise de décision au niveau local, car la gouvernance de l’administration locale nécessite le développement d’une politique participative efficace. Cependant le processus de transformation de l’assemblée populaire municipale en une réalité consacré sur le terrain, nécessite l’utilisation de divers mécanismes garantissant la participation des citoyens au processus de décision. En l’absence de lois dotent les collectivités territoriales de mécanismes de démocratie participative, Algérie a appliqué une expérience unique connue sous le nom projet Capdel, au niveau de dix municipalités, et chacune a des caractéristiques différentes.
