المستخلص: لقد باتت تقنيات المعلومات الحديثة وتكنولوجيا الاتصالات المتطورة مرتبطة بتطور المجتمعات في عصرنا الحاضر، ومساهمة محورية في تطوير الميكانيزمات العلمية وترقية اقتصاد المعرفة عبر البلدان والدول، وتعد الوسيلة الأكثر أهمية لنقل المجتمعات النامية إلى مجتمعات أكثر تطوراً، فهي تساهم بطريقة مباشرة في بناء مجتمع جديداً يتوافق ويتكيف مع موجة التغيرات والتحولات الرهيبة التي مست مختلفة مناحي الحياة لاسيما العلمية والاقتصادية منها، أين تم الانتقال من المجتمع الصناعي إلى مجتمع المعلومات المبني على توظيف التقنية والتكنولوجيا في حياة الإنسان والارتقاء بها، التوظيف الاستراتيجي الذي يتخذ من المعرفة والتقنية مرتكزاً له، هذا التحول جعل الاقتصاد العالمي يستفيد من السرعة والفعالية التي توفرها له وأصبح يساهم مساهمة فعالة في تثمين وتقوية اقتصاد المعرفة جيلا بعد جيل.
فبعد أن استقرت ثورة تكنولوجيا المعلومات والاتصالات وأصبحت هاجس الهيئات الدولية العامة والخاصة ورمزاً للسيطرة والقوة وسبيلاً استراتيجياً لدعم اقتصاد المعرفة وتنوير الجماهير الإعلامية بأهميته وفعاليته، فمن يملكها يمتلك زمام الأمور ومن تقاعس عن التعامل معها بذكاء أصبح في مؤخرة العالم، وبات الصراع الجديد بين العالم هو الوصول السريع إلى المعلومات وامتلاك طرق تداولها وتحليلها واستعمالها بما يخدم العلم والمعرفة، من أجل اتخاذ قرار سليم مبني على الدقة والتحليل وتطوير الوطن، مما كون ثورة جديدة يطلق عليها ثورة تكنولوجيا الاتصالات التي تساهم بقدر كبير في تكوين التيار الجارف لمفهوم العولمة والتي شملت اقتصاديات العالم ساهمت بقدر كبير جداً في تطوير جوانب العلم والمعرفة وترقية الأبحاث والعلوم خلال العقدين السابقين. وعليه فالورقة البحثية التي بين أيدينا ستعالج قضية جوهرية تتعلق بالأدوار المحورية لتكنولوجيا المعلومات والمؤسسات الإعلامية وحواملها في ترقية الاقتصاد المعرفي وبعث سبل الارتقاء والتطور في الأفراد والمجتمعات تماشياً مع متطلبات العصر ودواعي الاستعمال الأمثل للإعلام والتكنولوجيا في مواكبة عصر اقتصاد المعرفة الحديث.


Modern information technologies and advanced communication technology have become linked to the development of societies in our time, and a pivotal contribution to the development of scientific mechanisms and the advancement of the knowledge economy across countries and states, and is the most important means of transferring the developing societies to more developed societies. It directly contributes to building a new society that corresponds and adapts to the horrific wave of changes and transformations that affected various walks of life, especially the scientific and economic ones. Where transition from the industrial society to the information society was based on the employment of technique and technology in human life and its advancement, the strategic employment, which is based on knowledge and technology, this transformation made the global economy benefit from the speed and effectiveness that it provides to that, and it became an effective contributor to appreciating and strengthening the knowledge economy generation after generation.
After the information and communication technology revolution stabilized, it became the obsession of international public and private bodies and a symbol of control and power and a strategic way to support the knowledge economy and enlighten the masses of the media with its importance and effectiveness. Whoever owns it, he calls the shots, and whoever fails to deal with it intelligently is left at the back of the world. The new conflict between the world has become the rapid access to information and the possession of methods for its circulation, analysis, and use in the service of science and knowledge, in order to make a sound decision based on accuracy, analysis, and development of the country, which created a new revolution called the communications technology revolution that contributes greatly to the formation of the powerful trend of the concept of Globalization, which included the world's economies, contributed significantly to the development of aspects of science and knowledge and the promotion of research and science during the past two decades. Accordingly, the research paper that we have in our hands will address a fundamental issue related to the pivotal roles of information technology, media institutions, and their carriers in promoting the knowledge economy and reviving the ways of advancement and development in individuals and societies in line with the requirements of the times and the motives for the optimal use of media and technology in keeping pace with the era of the modern knowledge economy.
