المستخلص: تمثلت مشكلة الدراسة في حصر الخدمات التي تقدمها أمانة العاصمة المقدسة ومدى إشباع هذه الخدمات لاحتياجات السكان والمنشآت المختلفة في العاصمة المقدسة، ومن هنا جاءت هذه الدراسة من أجل تحقيق عدة أهداف، تمثلت في: الوقوف على الخدمات التي تقدمها أمانة العاصمة المقدسة، رصد احتياجات سكان العاصمة المقدسة، والتي يرغب السكان في إشباع الأمانة لها، في الجوانب الأمنية، والتعليمية، والصحية، والترويحية، وفي قطاع الإسكان والمرافق. وكذلك ما مدى وجود فروق بين البلديات الفرعية للعاصمة المقدسة في هذه الاحتياجات. وأيضا رصد احتياجات أصحاب المنشآت (الصناعية والتجارية والحرفية والخدمية) بالعاصمة المقدسة. والتعرف على أوجه القصور والسلبيات في الخدمات التي تقدمها الأمانة من وجهة نظر المبحوثين. وتعتبر هذه الدراسة من قبيل الدراسات الوصفية التي تسعى لوصف طبيعة الخدمات التي تقدمها أمانة العاصمة المقدسة، والاحتياجات التي ترغب فئات المجتمع في توفرها. واعتمدت الدراسة على المسح الاجتماعي بالعينة لعينة شرائح مختلفة من قاطني أحياء مكة المكرمة ومن أصحاب المنشآت التجارية والصناعية والخدمية بمكة المكرمة وكبار المسؤولين بأمانة العاصمة المقدسة عن طريق توجيه مجموعة من الأسئلة المقننة والمفتوحة التي تحقق أهداف الدراسة. وقد أظهرت الدراسة أن أكثر المهام حظوة لدى الأمانة يتمثل في استيفاء الرسوم والغرامات والجزاءات محتلة المرتبة الأولى يليها في المرتبة الثانية فسوحات المباني وإصدار تراخيص الحفريات والأبنية والتمديدات. يعقبه إدارة استثمار ممتلكات البلدية، ثم إصدار تراخيص مزاولة الحرف. واتضح وجود احتياجات في قطاع الإسكان والمرافق، حيث احتلت ضرورة تحسين مداخل الأحياء والمدن المرتبة الأولى يليها تشغيل وصيانة شبكات تصريف مياه السيول ثم ضرورة إنشاء سدود لدرء مخاطر السيول يعقبه ضرورة معالجة السكن العشوائي ثم تشجير الشوارع يليه رصف الطرق وصيانتها.

The research problem for this study focused on calculating services provided by the Holy Makkah Municipality, and the adequacy of these services to the needs of the inhabitants and various institutions in the Holy City. Hence, this study aimed to pursue a number of goals as follows: to find out what the services provided by the Holy City Municipality are, to explore the needs of the Holy City residents which they wish that the Municipality provide for them; in the areas of security, education, health, recreation, housing, and utility services. In addition, the study aimed to find out the extent of differences between local Municipalities in the Holy City in the mentioned services. Furthermore, to determine the needs of industrial, commercial, craftsmanship, and services owners in the Holy City. Moreover, the study intended to explore Municipality shortcomings and inferior series it provides from the respondents’ point of view. This study falls under the descriptive approach, which seeks to describe the types of services provided, by the Holy City Municipality and the needs that are required by different sections of the society, which they hope to be provided for them. The study surveyed a sample of different segments of residents of Makkah’s districts, owners of commercial and industrial services institutions, as well as senior officials at the Holy City Municipality on the basis of a set of standardized and open-ended questions which serviced the study purpose. The study showed that the most-favored functions of the Holy City Municipality is collecting fees, fines, and penalties which came on top of the list of services provided by the Municipality, followed by building permits, excavations and instillations permits. The third function was managing Municipality investments. Finally, the issuance of licenses to deal on craftwork. The study showed the needs for housing and utility provision in which the importance of improving the entrances of cities and neighborhoods ranked first, followed by operating and maintaining of flood water discharge networks, the need to create dams to prevent the risk of flooding, the needs to address the slums problem, streets forestation, and paving and maintaining roads respectively.
