المستخلص: La communication publique se préoccupe initialement à l’information de la société pour ce qui touche à l’amélioration de la qualité de vie et de l’environnement, l’essor économique, culturel et social, d’une manière générale, tout ce qui a rapport au mode de vie régional. L’information de la population locale s’avère un parcours requis de toute politique publique, elle est considérée parmi les principes de la démocratie locale et de la régionalisation. Le pouvoir local ne doit pas être accaparé par les élus à l’exclusion des autres, mais se positionner au plus près des citoyens et de leurs inspirations. L’implication de la communication publique peut de ce fait être observée comme ferment de l’évolution des institutions locales.

يشغل الاتصال العمومي أوليا إزاء إعلام المجتمع فيما يخص تحسين جودة الحياة والبيئة، النمو الاقتصادي، الثقافي والاجتماعي، بصفة عامة كل ما يتعلق بنمط الحياة المحلي. يثبت إعلام السكان المحليين مسار مطلوب لكل سياسة عمومية، ويعتبر من بين مبادئ الديمقراطية والأقلمة. كما لا يجب أن تكون السلطة المحلية محتكرة من طرف المنتخبين المختارين وهذا على حساب استبعاد الآخرين ولكن تتموقع بجنب المواطنين وإلهاماتهم. يمكن أن تكون مشاركة الاتصال العمومي ملاحظة كعنصر فعال لتطور المؤسسات المحلية.

Public communication is initially concerned with the information of the society with regard to the improvement of the quality of life and the environment, the economic, cultural and social development, ..., in general, everything which relates to the regional way of life. The information of the local population is a necessary step of any public policy, it is considered among the principles of local democracy and regionalization. Local government must not be monopolized by elected officials to the exclusion of others, but position itself closer to the citizens and their inspirations. The involvement of public communication can thus be observed as a leap in the evolution of local institutions.
