تسعى الجمعيات الخيرية -القطاع الخيري-في المشاركة في تحقيق التنمية من خلال تأمين السكن؛ كونها تمثل المصدر الثالث مع مؤسسات الدولة والقطاع الخاص في دفع حركة التنمية في الدولة؛ فالقطاع الخيري يمثل أحد مصادر تحقيق الأمن الاقتصادي والاستقرار الاجتماعي للمجتمع السعودي، وقد أدرك هذا القطاع أهمية تحقيق التنمية المستدامة عن طريق إنشاء أوقاف من خلالها يمكن الاستمرار في تنفيذ مشاريعه في تأمين حياة مستقرة لشريحة مهمة من مجتمعنا، وكشريك فاعل في تأمين السكن على وجه الخصوص. من هنا جاءت أهمية دراسة إسهام أوقاف هذا القطاع في هذا المجال؛ سعيا في تقديم صورة عن واقع مشاركتها في ذلك؛ ولتقييم هذه المشاركة في ميزان التنمية العمرانية للمملكة لدى أصحاب القرار. وجاء اختيار مدينة بريدة انموذجا لهذا النشاط نتيجة لما تحظى به هذه المدينة من حيوية وتنوع بارز بالأوقاف المنتشرة في المدينة، ولما تتمتع به مؤسساتها الخيرية من مبادرات أصبحت مثلا تحاكيه كثير من الجمعيات خارج القصيم، وللزيادة المطردة في أعداد السكان. وتتمثل مشكلة الدراسة في محاولة تقييم حجم مشاركة هذه الأوقاف في تأمين السكن، وتسعى هذه الدراسة إلى تحقيق جملة من الأهداف أبرزها الوصول لتوزيع هذه الجمعيات وتوابعها على الأحياء، إلى جانب رسم صورة عن أنوع الاستثمارات في هذه الأوقاف وعن التوزيع الجغرافي لها داخل المدينة؛ كمحاولة لتقييم أسهامها في المشاركة في تأمين السكن، كما تطرح هذه الدراسة بعض المقترحات متكئة على بعض تجارب هذه القطاعات الخيرية؛ منها اقتراح التوسع في تشييد شقق التأجير لنجاح الاستثمار بها مقارنة بغيرها من الفرص؛ وذلك بالبناء إما عن طريق إزالة القديم أو البناء في الأراضي البكر التي لم تستثمر بعد. وفي سبيل الوصول لأهداف الدراسة التي سعت في تحقيقها فقد استفادت من المنهج التاريخي في استعراض التطور التاريخي لمراحل أوقاف بريدة، كما سلكت المنهج الوصفي التحليلي في تناول البيانات التي حصلت عليها من القطاعات الخيرية، واستخدمت بعض الأشكال والخرائط كأدوات في عرض النتائج وتوزيع هذه المنشآت خرائطيا في المدينة.
