المستخلص: هدفت الدراسة إلى تحديد متطلبات الشراكة (الإدارية والتنظيمية –التعاونية -الاقتصادية) بين المنظمات الحكومية والتطوعية للوقاية من المخدرات في المجتمع السعودي، بالإضافة إلى معوقات الشراكة بين المنظمات الحكومية والتطوعية للوقاية من المخدرات في المجتمع السعودي، وأهم مقترحات تنمية تلك الشراكة، واعتمدت الدراسة على المنهج الوصفي باستخدام المسح الاجتماعي الشامل للمسئولين بالجمعية الخيرية الوطنية للوقاية من المخدرات، وقوامها (37) مسئول. واعتمد الباحث على استمارة استبيان لجمع البيانات. وقد أكدت نتائج الدراسة أن واقع الشراكة الإدارية والتنظيمية بين المنظمات الحكومية والتطوعية للوقاية من المخدرات في المجتمع السعودي تمثل في استقطاب بعض الخبرات الإدارية الناجحة من المنظمات الحكومية، تحقيق التكامل بين الخبرات الإدارية Management experiences في المنظمات الحكومية والتطوعية، ننظم المؤتمرات وورش العمل الهادفة التي تعزز سبل الشراكة. كما تمثل واقع الشراكة التعاونية بين المنظمات الحكومية والتطوعية للوقاية من المخدرات في المجتمع السعودي في تطبيق بعض الخطط الحكومية الناجحة في مجال الوقاية من المخدرات، التعاون مع المنظمات الحكومية لتدريب العاملين في مجال الوقاية من المخدرات، التعاون مع المنظمات الحكومية في مجال تسويق برامج الوقاية من المخدرات. بينما تمثل واقع الشراكة الاقتصادية بين المنظمات الحكومية والتطوعية للوقاية من المخدرات في المجتمع السعودي في توفر المنظمات الحكومية بعض التجهيزات المادية التي تتطلبها برامج المنظمات التطوعية، تسهم المنظمات الحكومية في تنفيذ البرامج التدريبية للوقاية من المخدرات، تلقي الدعم من المنظمات الحكومية في مجال الوقاية من المخدرات. وتمثلت أهم معوقات الشراكة بين المنظمات الحكومية والتطوعية للوقاية من المخدرات في المجتمع السعودي في تشتت جهود الجهات العاملة في مجال الوقاية من المخدرات، عدم وضوح أهداف برامج الوقاية من المخدرات في بعض المنظمات الحكومية، قلة الكوادر البشرية الفنية المتخصصة في مجال الوقاية من المخدرات. وجاءت أهم المقترحات لتنمية الشراكة بين المنظمات الحكومية والتطوعية للوقاية من المخدرات في المجتمع السعودي التسويق الاجتماعي لخطط الشراكة بين المنظمات الحكومية والتطوعية، ضرورة صياغة أهداف واضحة ومحددة في مجال الوقاية من المخدرات، تطوير أساليب الاتصال بين العاملين ببرامج الوقاية والمستفيدين منها.

The study aimed to determine the requirements of the partnership (administrative, organizational- cooperative- economic) between governmental and voluntary organizations for drug prevention in the Saudi society, in addition to the obstacles to partnership between governmental and voluntary organizations for drug prevention in Saudi society, and the most important proposals for developing that partnership. The study relied on the descriptive approach using the comprehensive social survey of officials of the National Charitable Society for the Prevention of Drugs, consisting of (37) officials. The researcher relied on a questionnaire to collect data. The results of the study confirmed that the reality of the administrative and organizational partnership between governmental and voluntary organizations for drug prevention in the Saudi society represented in attracting some successful administrative experiences from governmental organizations, achieving integration between administrative experiences in governmental and voluntary organizations, we organize conferences and targeted workshops that enhance the means of partnership. The reality of the cooperative partnership between governmental and voluntary organizations for drug prevention in the Saudi society was in the application of some successful government plans in the field of drug prevention, cooperation with government organizations to train workers in the field of drug prevention, cooperation with government organizations in the field of drug prevention program marketing. While the reality of the economic partnership between governmental and voluntary organizations for drug prevention in the Saudi society is represented in the availability of governmental organizations for some of the material equipment required by the programs of voluntary organizations, governmental organizations contribute to implementing training programs for drug prevention, receiving support from governmental organizations in the field of drug prevention. The most important obstacles to the partnership between governmental and voluntary organizations for drug prevention in the Saudi society were the dispersal of efforts of the agencies working in the field of drug prevention, the lack of clarity of the goals of drug prevention programs in some governmental organizations, the lack of specialized technical human cadres in the field of drug prevention. The most important proposals for developing partnership between governmental and voluntary organizations for drug prevention in the Saudi community came social marketing of partnership plans between governmental and voluntary organizations, the necessity of formulating clear and specific goals in the field of drug prevention, developing communication methods between workers in prevention programs and their beneficiaries
