إن ظاهرة الإرهاب ولدت منذ أن ولدت المجتمعات الإنسانية وتطورت مثل الظواهر الأخرى، مستفيدة من العولمة في جميع المجالات لتطور أساليبها ووسائلها، ولذلك تعددت أهدافها وتوسعت وسائلها ومناطق وقوعها لتشمل العالم بآسره، وخاصة بعد التطور الذي حدث في العالم بات الإرهاب جريمة تتبع في أساليبها كافة معالم التكنولوجيا الحديثة، وتهدف الدراسة إلى محاولة إيجاد نظرية عامة لجودة الأداء في القطاع الأمني لمكافحة التطرف والإرهاب وإجهاض العمليات الإرهابية قبل تنفيذها والحد من ارتكابها، ولتحقيق هدف الدراسة تم إجراء الدراسة الميدانية بتوجيه(150) استمارة استقصاء وتوزيعها، علي عينة من الدارسين والخبراء في مجال مكافحة الإرهاب بأكاديمية ناصر العسكرية ومعهد الدراسات والبحوث البيئية بنظام المقابلة الشخصية، واستخدم الباحث في تحليل الاستقصاء واختبار الفروض الحزمة الإحصائية برنامج (SPSS)الإصدار، (25) وأيضا استخدم برنامج أموس (AMOS) الإصدار (24)، وبالتحديد تحليل المسار لمتغيرات الدراسة حيث توصلت الدراسة إلى مجموعه من النتائج كان من أهمها: 1-توجد علاقة ذات دلالة إحصائية بين القواعد التشريعية وجودة الأداء الأمني. 2-توجد علاقة ذات دلالة إحصائية بين الأمن ومسئولية المواطن وجودة الأداء الأمني. 3-توجد علاقة ذات دلالة إحصائية بين المؤهل العلمي وجودة الأداء الأمني. التوصيات: 1-حتمية وجود نظرية أمنية لمكافحة الجرائم الإرهابية بالقطاع الأمني لإجهاض المخططات الإرهابية قبل تنفيذها. 2-يجب على القطاع الأمني أن يتبع أسلوب الإدارة الحديثة بدلاً من الأسلوب التقليدي المتبع، ووضع نظريات واستراتيجيات أمنية مبنية على أساس علمي وتشريعات متطورة بصفة دورية لمواجهة الجرائم الإرهابية وإحباط مخططاتها وإجهاضها قبل تنفيذها.
The terrorism phenomenon Was born since human societies were found and developed like other phenomena, taking advantage of globalization In all fields in order to develop its methods and ways. So, its objectives were verified and its means and areas of occurrence increased including the entire world, especially after the development that happened in the world. Terrorism became a crime that copies the models In its methods all the features of modem technology. The study aims to seek exploring a general theory of the quality of performance in the security sector to war separatism and terrorism and outflank operations before they are implemented and reduce their commission. To achieve the aims of the study, the field study was conducted by directing (150) survey forms and distributing them to a sample of scholars and experts in the field of struggle of terrorism in the Nasser Military ' Academy and the Institute of Environmental Studies and Research with a personal interview system for (150 individuals)..The researcher depended in the analysis of the survey and the assumptions testing the statistical, package (SPSS) version (25) and also used the AMOS program (version 24), specifically the path analysis of the study variables Results: The study concluded to set of results as follow: 1-There is a statistically significant relationship between legislative codes and the quality of security performance. 2-There is a statistically significant relationship between security and citizen responsibility and the quality of security performance. 3-There is a statistically significant relationship between the educational qualification and the quality of security performance. Recommendations: -The researcher recommends with the inevitability of finding a security theory to fight terrorist crimes in the security sector and outflank terrorist plans before they are committed. -The researcher recommends that the security sector must copy the model of the modem management method instead of the traditional method used, developing security theories and strategies based on scientific and periodically' developed legislation to confront terrorist crimes and thwarting their designs arid aborting them before implementing them.
