المستخلص: تهدف هذه الدراسة التعرف على خدمات البيئية والأمور التي تحدث في المكتبة المركزية وضرورية اتخاذ القرارات الحاسمة في فترة زمنية محددة، ودور المكتبة ومركز المعلومات في تحقيق أعباء الأزمات والكوارث والإجراءات التي من خلالها يمكن التعامل مع المخاطر والصعوبات التي تواجهه المكتبة عند الأزمات التي تتعرض لها، وقد استخدم المنهج الوصفي في إدارة الأزمات والكوارث في المكتبة المركزية. واعتمد في هذه البحث على الاستبانة كاداه جمع البيانات عن مجتمع البحث بالموارد البشرية العاملة في المكتبة المركزية البالغ عددهم حوالي (114) موردا بشريا، أما عينه البحث فهي رؤساء الأقسام أو الوحدات والشعب والبالغ عددهم (19) موردا بشريا وهي عينه قصديه. وكذلك اعتمد على الملاحظة الشخصية والمقابلة التي تمت مع مدير المكتبة أي مدير الأفراد وتوصل البحث إلى عده نتائج من أهمها:-
1- وجود سياسه ولائحة الوقاية لمكافحة الكوارث والأزمات وكانت نسبة وجود لائحة للوقاية هي (63.16).
2- تم الاستنتاج بوجود وحدة إدارة بالمكتبة لحمايتها من الأزمات والكوارث وكانت نسبة (57.89).
3- توفير هواتف مطلوبة في المكتبة وإسعافات الأولية ودفاع امني بنسبة (68.42).
4- عدم وجود أجهزة ضد السرقة وكانت نسبة (76.67).
وخلص البحث إلى جملة التوصيات من أهمها:-
1- يجب توفير وحده تحكم مركزية مثل شاشات مراقبة رئيسية في مكتب مدير العام للمكتبة للمراقبة جميع الأقسام أو الوحدات الشعب.
2- يجب التعرف أكثر بأهمية الحفاظ على المجموعات المكتبة بالنسبة لموظفي المكتبة والمستفيدين منه من خلال أقامه ندوات بهذا الخصوص أو توزيع بطاقات ترشد المستفيد على ضرورة المحافظة على ممتلكات المكتبة.
3- يفضل أن تقوم وحدة إدارة الأزمات بإعداد حافظه الطوارئ التي تحدد السياسات أو استراتيجيات الوقاية من الكوارث.
4- إتاحة خدمة الاستنتاج لكلفة منخفضة وتفعيل نظام الغرامة إذا اقتضت الضرورة لذلك.


This study aims to identify the environmental services and the issues that occur in the central library and the need to make critical decisions in a specific period, and the role of the library and the information center in examining the burdens of crises and disasters and the procedures through which we can deal with the risks and difficulties that the library faces in the crises it is exposed to. The descriptive approach is used in managing the crisis and disaster in the central library. This research relied on the questionnaire to collect data from the research community of (114) human resources working in the central library. The sample of the research consisted of (19) heads of departments, units, and divisions. It is an intentional sample. Likewise, it relied on the personal observation and the interview conducted with the director of the library, i.e., the director of individuals, and the research reached several results, the most important of which are:-
1- A prevention policy and regulation exist to combat disasters and crises, and the percentage of having a prevention regulation was (63.16).
2- It was concluded that there is a management unit in the library to protect it from crises and disasters, and the ratio was (57.89).
3- Availability of telephones required in the library, first aid, and security defense with a ratio of (68.42).
4- The absence of anti-theft devices, and the percentage was (76.67).
The research concluded with a set of recommendations, the most important of which are:
1- A central control unit such as main monitors must be provided in the office of the Director-General of the Library to monitor all sections or divisions.
2- Library staff and beneficiaries should be informed more about the importance of preserving library collections by holding seminars in this regard or distributing cards that guide the beneficiary on the need to preserve the library's property.
3- The Crisis Management Unit should prepare an emergency portfolio that defines policies or strategies for disaster prevention.
4- Providing the extraction service at a low cost and implementing the fine system if necessary.
