المستخلص: تهدف الورقة البحثية إلى توضيح تحدي من التحديات التي يواجهها التعليم العالي والبحث العلمي في الوطن العربي، ألا وهو مشكل التمويل وعدم تنوعه. وعليه، قمنا بمحاولة تسليط الضوء على نوع من التمويل الذي يمكن أن يكون حلا للنهوض بهذا القطاع والمتمثل في الودائع الوقفية، وذلك من خلال إبراز وتحديد الدور الذي يمكن أن يلعبه استثمار الودائع الوقفية في تحقيق تنمية التعليم والبحث العلمي في الدول العربية، خاصة في ظل النجاحات الكبيرة التي شهدتها بعض الدول الغربية التي اعتمدت عليها كالمملكة المتحدة والولايات المتحدة الأمريكية. بحيث تعد الودائع الوقفية وسيلة تمويلية أساسية لمؤسساتها التعليمية والبحثية. خاصة إذا اعتبرنا عملية الاستثمار في التعليم والبحث العلمي بمثابة استثمار في رأس المال البشري التي لا تقل أهميته عن الاستثمار في رأس المال المادي.

Ce document vise à clarifier l'un des défis auxquels sont confrontés l'enseignement supérieur et la recherche scientifique dans le monde arabe, à savoir le problème du financement et de sa diversité. Nous avons donc essayé de mettre en évidence le type de financement susceptible de contribuer à l’avancement de ce secteur, représenté par les Dépôts de dotation "Waqf", en soulignant et en identifiant le rôle que l’investissement des Dépôts de dotation "Waqf" peut jouer dans le développement de l’éducation et de la recherche scientifique dans les pays arabes, en particulier après le succès remportés dans un grand nombre de pays occidentaux qui y ont eu recours, tels que le Royaume-Uni et les États-Unis d'Amérique. Dépôts de dotation "Waqf" sont considérés comme un moyen de financement essentiel pour leurs établissements d’enseignement et de recherche. Surtout si nous considérons le processus d'investissement dans l'éducation et la recherche scientifique comme un investissement dans le capital humain, ce qui n'est pas moins important que l'investissement dans le capital physique.

The paper aims to illustrate one of the challenges facing higher education and scientific research in the Arab world, i.e., the problem of funding and its lack of diversification. Therefore, we have tried to highlight the type of funding that can be a solution for the advancement of this sector, which is represented by the Waqf (endowment) trusts, by highlighting and identifying the role that investment of the Waqf trusts can play in achieving the development of education and scientific research in the Arab countries, especially in light of huge successes achieved by a number of Western countries that relied on it, such as the United Kingdom and the United States of America. The endowment trusts are an essential funding tool for its educational and research institutions, especially if we consider investment in education and scientific research as an investment in human capital, which is no less important than investment in physical capital.
