|a يعمل هذا البحث المقدم في إطار التحولات التي يشهدها نظام التقاعد في الجزائر إلى إيضاح دور الصندوق الوطني للتقاعد في تسيير الخدمات التأمينية للمشتركين، والعمل على ضمان استمرارية النظام من خلال المحافظة على التوازنات المالية للصندوق، والعمل وفق إستراتيجية استثمارية وطنية متوافقة مع أهداف الحفاظ على استمرار الصندوق ليؤدي الأدوار المنوطة به على أتم حال. وقد عرف الصندوق جملة من التحديات والعقبات لعل أهمها الاختلال المتزايد بين الإيرادات المتأتية من اشتراكات المنخرطين بدرجة كبيرة من جهة، وبين عددهم المتنامي من جهة أخرى، وهو ما يتطلب بذل المزيد من الجهود لتحقيق التوازن المالي، وزيادة الوعي التأميني، ثم مد مظلة التأمين لشمول كل الفئات، وبعد تجلي انعكاسات أزمة البترول على الاقتصاد الجزائري وضرورة تنويع الاقتصاد والعمل المشترك من قبل الجميع للمحافظة على نمو وبقاء المؤسسات في ظل هذه الظروف.
