الدراسات المستقبلية ميدان من ميادين المعرفة يزداد الاهتمام به في الدول المتقدمة، ويترسخ دوره في عملية صناعة القارات سواء على مستوى الدول أم على مستوى المؤسسات المدنية والعسكرية والشركات الكبرى. وقد شهد هذا الميدان -ولم يزل -تطورات متلاحقة في منهجياته وأساليبه وتطبيقاته حتى صارت له مكانه مرموقة بين سائر ميادين المعرفة. ولم يعد ثمة حرج في الإشارة إلى هذا الميدان باعتباره علما من العلوم الاجتماعية، هو علم المستقبليات. ولكن حظ الدول النامية بوجه عام، والدول العربية بوجه خاص، من الدراسات المستقبلية يسير للغاية، وإقبالها علية ضئيل جداً. ولذلك مازالت مساهمة هذه الدراسات في عمليات التخطيط وصناعة القرارات ضعيفة، إن لم تكن غائبة كلية في هذه الدول. ومن هنا أهمية توسيع دائرة العلم بهذا النوع من الدراسات في بلادنا، وبما تهدف إلى تحقيقه من أغراض، وبما تتبعه من منهجيات وأساليب للبحث في المستقبل، وبصلتها بعمليات التنمية والتخطيط وصناعة القرارات في سياق السعي للخروج من التخلف وتحقيق التنمية. وهذا ما يسعى القسم الأول من هذه الكراسة إلى بيانه. ويقدم القسم الثاني من الكراسة مثالاً لدراسة مستقبلية كبيرة تجرى في مصر منذ أواخر عام 1997، ولم يزل العمل مستمراً فيها حتى الآن، وهى الدراسة المعروفة بمشروع مصر2020 وفي هذا القسم شرح لخطوات الإعداد لهذه الدراسة، وللأسباب التي دعت إلى القيام بها، وبيان لمجالات البحث في المشروع، وعرض للسمات المميزة لمنهجية دراسة المستقبلات المصرية البديلة فيه، مع إيضاح لأسلوب تنظيم العمل في المشروع، وإشارة إلى بعض منتجاته التي ظهرت أو هي على وشك الظهور حتى الآن، وأخيراً نقدم بياناً بعدد من الصعوبات التي واجهة المشروع، والتي يتعين التفكير في سبيل فعالة للتغلب عليها. وأنى لأرجو أن يسهم نشر هذه الكراسة في تنشيط حركة الدراسات المستقبلية التي تشتد الحاجة إليها يوماً بعد يوم في مصر وسائر أقطار الوطن العربي
Future studies is a field of knowledge that is gaining interest in developed countries, and its role is entrenched in the process of making continents, whether at the level of countries or at the level of civil and military institutions and large companies. This field has witnessed - and still does – successive developments in its methodologies, methods and applications until it has become a prominent place among all other fields of knowledge. There is no longer anything wrong with referring to this field as one of the social sciences, namely futurology. But the luck of developing countries in general, and Arab countries in particular, of future studies is very easy, and their interest in it is very little. Therefore, the contribution of these studies to planning and decision-making processes is still weak, if not totally absent in these countries. Hence the importance of expanding the circle of knowledge in this type of studies in our country, with the objectives it aims to achieve, and the methodologies and methods of future research that follow, and their relevance to development, planning and decision-making processes in the context of seeking out from underdevelopment and achieving development. This is what the first section of this pamphlet seeks to explain. The second section of the brochure provides an example of a large future study that has been conducted in Egypt since late 1997, and work is still continuing on it until now, which is the study known as the Egypt 2020 project. In this section an explanation of the preparation steps for this study, the reasons that called for it, an explanation of the areas of research in the project, a presentation of the distinctive features of the methodology of studying alternative Egyptian receptors in it, with an explanation of the method of organizing the work in the project, and an indication of some of its products that have appeared or are about to Emergence so far. Finally, we present an indication of a number of difficulties facing the project, which must be thought of in effective ways to overcome them. I hope that the publication of this brochure will contribute to revitalizing the future studies movement, which is urgently needed day after day in Egypt and the rest of the Arab world.
