|a إن استشراف المستقبل ودراسته لأهميته في المجالات السياسة الدولية جعل منه موضوعا مهما وحيويا، وعلى أساس الأهمية خصصت له عدداً من مراكز البحوث والدراسات الاستراتيجية وجمعيات ومنظمات أخذت على عاتقها الاهتمام بهذا العلم والعمل من أجله، وبالرغم من أن الخبرة لا تزال متواضعة بالقياس إلى التقدم الذي أحرزته الدول الأخرى في هذا المجال، إلا أن محاولة التعرف على المستقبل والاهتمام به لم تكن وليدة عصرنا هذا أو من إبداعات الفكر الغربي على وجه الخصوص، وإنما هي مسألة طبيعية بدأت منذ أن انفتح الإنسان القديم على أسرار الطبيعة وبدأت علاقته بالوجود. والحقيقة أن التساؤل عن مستقبل الشعوب العربية بما تملكه من إمكانيات بشرية وحيوية، يبدو لنا أكثر موضوعية وواقعية، من التساؤل عن مآلات الأنظمة الحاكمة لها. ذلك لأن هذه الأنظمة تدور في فلك نظام عالمي أحادي القطب، يستولي على ثروات شعوبها ومقدراتها الحيوية.

The truth is that the question about the future of the Arab peoples, with their human and vital capabilities, seems to us to be more objective and realistic, than to ask about the fate of the regimes ruling them. This is because these systems revolve in the orbit of a unipolar world system, which seizes the wealth and vital capabilities of their peoples.
