الحمد لله، والصلاة والسلام على رسول الله، وعلى آله وصحبه، ومن اتبع هداه، أما بعد: فإن الله تعالى أقام نظام الكون، ونظام المجتمع، على سنن وقوانين ونواميس مطردة، لها صفة العموم والشمول، والثبات والدوام، والاطراد والاستمرار، فهي لا تتغير ولا تتبدل، ولا تختلف ولا تتخلف، ولا تحابي أحدا، بل الكل في ميزانها سواء. وهذه السنن الكونية والاجتماعية، موضوع اهتمام هذا البحث؛ تفسر إلى حد كبير حركة الحضارة والاجتماع والعمران البشري، وترتكز على الفقه الاجتماعي والحضاري، هذا الفقه الذي يقوم على دراسة سنن قيام الأمم والدول والمجتمعات والحضارات وسقوطها، وتخلفها ونهوضها، وقوتها وضعفها، ورقيها وانحطاطها، ونجاحها وإخفاقها، والتي لا تتخلف نتائجها عن مقدماتها، ولا تنفك أسبابها عن مسبباتها، وعدم إدراكها تجعل الإنسان مسخرا؛ بدل أن يكون مسخرا لها. وواقع المسلمين في العصر الحديث من التخلف الحضاري، والتدهور الاجتماعي إنما يعزى إلى جهلهم بالسنن في الآفاق وفي المجتمع، ولا سبيل إلى التقدم والرقي والنهوض واستئناف الدورة الحضارية إلا بفهمها وفقهها، وحسن التعامل معها، وإتقان تسخيرها واستثمارها، واستشراف مستقبلها. هذا هو موضوع هذه الدراسة، والذي أقمت فيه خطة تقوم على مقدمة وأربعة مباحث: تكلمت في المبحث الأول: عن مفهوم السنن الكونية والاجتماعية في اللغة والاصطلاح القرآني. وفي المبحث الثاني: درست أهمية العلم بالسنن الكونية والاجتماعية وطرق استخلاصها. وفي المبحث الثالث: بينت خصائص السنن الكونية والاجتماعية في القرآن الكريم. وفي المبحث الرابع: آخر هذه المباحث ضربت أمثلة لنماذج من سنن النهوض الاجتماعي والحضاري في القرآن الكريم، معرضا عن ذكر سنن السقوط؛ لأنها قد كتب فيها الكثير، واخترت تفصيل القول في أم هذه السنن جميعا وهي: (سنة التغيير)، وتحدثت عن السنن الأخرى حديثا خاطفا مرجئا بسط ذلك إلى فرصة أخرى إن شاء الله، وأسأل الله تعالى التوفيق والسداد، والعون والرشاد، وما توفيقي إلا بالله عليه توكلت واليه أنيب.
Praise be to God, and blessings and peace be upon the Messenger of God, his family and companions, and those who follow his guidance. Because God Almighty established the system of the universe and the system of society, based on steady laws, laws and laws, which have the characteristics of general and comprehensiveness, constancy and permanence, steadiness and continuity, so they do not change or change, they do not differ or fall behind, and they do not favor anyone, but all are equal in their balance. These cosmic and social norms are the subject of this research's interest; It largely explains the movement of civilization, society, and human urbanization, and is based on social and civilized jurisprudence, this jurisprudence that is based on the study of the laws of the rise and fall of nations, states, societies, and civilizations, their backwardness and rise, their strength and weakness, their progress and decline, their success and failure, and whose results do not lag behind their precursors, nor Its causes diverge from its causes, and the lack of awareness of it makes a person subjugated; Instead of being devoted to it. The reality of Muslims in the modern era of civilized backwardness and social deterioration is attributed to their ignorance of the Sunnahs in the horizons and in society, and there is no way to progress, progress, rise and resume the civilization cycle without understanding it and its jurisprudence, good dealing with it, mastering its exploitation and exploitation, and anticipating its future. This is the subject of this study, in which I established a plan based on an introduction and four investigations: In the first topic, I spoke about the concept of cosmic and social norms in language and Quranic convention. In the second topic: I studied the importance of science in the cosmic and social norms and methods of extracting them. In the third topic: I showed the characteristics of cosmic and social norms in the Holy Qur’an. And in the fourth topic: The last of these sections gave examples of examples of the Sunnahs of social and cultural advancement in the Holy Qur’an, aside from mentioning the Sunnahs of the Fall, because much has been written in them, and I chose to detail the saying about the mother of all of these Sunnahs, which is: (the year of change), and I talked about the other Sunnah A hijacker hadith, relieving it to extend that to another opportunity, God willing, and I ask God Almighty for success and guidance, help and guidance.
