|a في إطار الإصلاحات السياسية والقانونية التي تعرفها الجزائر في السنوات الأخيرة، خصوصا في مجال الديمقراطية التشاركية، أطلقت وزارة الداخلية بالتعاون مع برنامج الأمم المتحدة للتنمية والاتحاد الأوروبي برنامج "دعم قدرات الفاعلين المحليين في التنمية المحلية" المعروف اختصارا ببرنامج (Cap Del) الذي يتيح الفرصة لممثلي المجتمع المدني، في عشر بلديات نموذجية، للمشاركة مع المجالس المنتخبة في تحديد رؤية مشتركة لمستقبل البلدية في شتى مجالات التنمية.\nومن خلال هذه الدراسة سيتم تحديد أبعاد هذا البرنامج وآثاره على التنمية المستدامة وتفعيل الديمقراطية التشاركية.

|f Within the framework of the political and legal reforms that Algeria has known in recent years, especially in the field of participatory democracy, the Ministry of Interior, in cooperation with the United Nations Development Programme (UNDP) and the European Union (EU), launched the program “Supporting the Capacity of Local Actors in Local Development,” known as Cap Del, which provides an opportunity for civil society representatives in ten model municipalities to participate with elected councils in defining a common vision for the future of the municipality in various areas of development. \nThrough this study, we will identify the dimensions of this program and its implications for sustainable development and the activation of participatory democracy.\nThis abstract translated by Dar AlMandumah Inc. 2021

|d Dans le cadre des réformes politiques et juridiques qu’a connues l'Algérie ces dernières années, notamment dans le domaine de la démocratie participative, le ministère de l'Intérieur, en coopération avec le PNUD et l'Union européenne, a lancé "le Programme de renforcement des Capacités des acteurs du Développement Local", appelé Cap Del, qui permet à la société civile de dix communes pilotes de participer avec les conseils élus à la définition d’une vision partagée de l’avenir de la commune dans différents domaines du développement.\nCette étude déterminera les dimensions de ce programme et ses implications pour le développement durable et l’activation de la démocratie participative.
