المستخلص: L’un des fondements les plus importants du développement économique dans le domaine de l’évolution de surveillance du logement au sein de l'environnement urbain, en particulier à l’expansion de la propagation du phénomène des bâtiments anarchisme et son impact négatif sur l'aspect esthétique de la ville algérienne de composant, y compris nécessaire pour donner à la politique législative établissant le système législatif dans le domaine de la configuration et de la reconstruction en imposant la censure sur la construction avant et après sous des instruments d’aménagement et d’urbanisme par le biais du plan directeur d’aménagement et d’urbanisme et le plan d'occupation des sols, ainsi que le contrôle par le biais de certificats d’urbanisme (permis de lotir, de construire et de démolir) et des certificats d'aménagement et d’urbanisme d’un certificat de conformité et de morcellement et un certificat d’urbanisme. Cependant, avec un tel contrôle approuvé la politique législative dans le domaine de l’aménagement et de l’urbanisme des règles de contrôle technique des constructeurs urbains à l’expansion de l'urbanisme, qui a été considéré comme l'un des fondements du développement économique et social, le système législatif et prévoit divers dispositifs chargés de contrôle telle que l'agence nationale de l’urbanisme prévue par le décret exécutif n° 09/344 en date du 22/10/2009.

إن من أهم أسس التنمية الاقتصادية في مجال توفير السكن عنصر المراقبة للتطورات داخل المحيط العمراني وخاصة في ظل تفشي ظاهرة البناءات الفوضوية وأثرها السلبي على المظهر الجمالي للمدينة الجزائرية، بما أوجب على السياسة التشريعية وضع المنظومة التشريعية في مجال التهيئة والتعمير من خلال فرض الرقابة على عمليات البناء القبلية والبعدية بموجب أدوات التهيئة والتعمير من خلال المخطط التوجيهي للتهيئة والتعمير ومخطط شغل الأراضي وكذا المراقبة من خلال الرخص العمرانية (رخصة التجزئة والبناء والهدم) وشهادات التهيئة والتعمير من خلال شهادة المطابقة وشهادة التقسيم وشهادة التعمير. غير أنه إلى جانب هذه الرقابة أقرت السياسة التشريعية في مجال التهيئة والتعمير قواعد للرقابة التقنية للبناءات الحضرية في ظل التوسع العمراني الذي اعتبر من أسس التنمية الاقتصادية والاجتماعية، ونصت المنظومة التشريعية على مختلف الأجهزة المتكفلة بهاته الرقابة على رأسها الوكالة الوطنية للتعمير المنصوص عليها بموجب المرسوم التنفيذي رقم 09/344 المؤرخ في 22/10/2009.

One of the most important foundations of economic planning in the field of housing provision is the monitoring of planning within the urban environment, especially in light of the widespread phenomenon of chaotic buildings and their negative impact on the aesthetic appearance of the Algerian city. This required the legislative policy to establish the legislative system in the field of planning and reconstruction by imposing control over pre-and-post construction operations under the tools of planning and reconstruction through the guidelines for planning and reconstruction and the land use scheme, as well as monitoring through urban licenses (segmentation, construction, and demolition license), certificates of planning and reconstruction through certificate of conformity, division, and construction certificates. However, in addition to this control, the legislative policy in the area of planning and construction has adopted rules for technical control of urban buildings in light of urban expansion, which has been considered one of the foundations of economic and social planning. The legislative system provides for various bodies to carry out oversight programs, mainly the National Agency for Reconstruction, provided for by Executive Decree No. 09/344 of 22/10/2009.
