يعتبر موضوع الرقابة الإدارية على العمران من بين المواضيع التي حظيت باهتمام من قبل المشرع الجزائري وذلك بإصداره للقانون المتعلق بالتهيئة والتعمير، وتتمثل هذه الرقابة في تضمين العديد من الآليات الرقابية على أعمال البناء والتي تعتبر في الوقت ذاته ضمانات الحفاظ على العمران وتنقسم هذه الرقابة إلى رقابة قبلية وذلك باستخدامها لأدوات التهيئة والتعمير أي الرخص والشهادات الإدارية، أما الرقابة الثانية فتشمل الرقابة اللاحقة على أعمال البناء.

The subject of administrative control over urban planning is a topic that has received attention from the Algerian legislator through its promulgation of the law on preparation and reconstruction. This control consists of the inclusion of several control mechanisms on construction work, which are simultaneously guarantees of maintaining urbanism. This control is divided into pre-control by using the tools of planning and construction, i.e., administrative licenses and certificates.
