المستخلص: Le développement sociologique de la planification urbaine c’est l’initiative a trouver de nouvelles alternatives dans l’utilisation du bâti urbain et son organisation, ce sujet a pris de l’importance vu la recrudescence de la planification comme mode réfléchi du développement urbain, a titre de rappel l’ensemble des villes algériennes et a travers ses cités connaissent aujourd’hui une large prolifération des problèmes d’écologie liés a l’utilisation du foncier, et ce a cause du développement anarchique et non planifié, ce qui a entrainé des contradictions a l’intérieur de l’organisation sociale urbain, la politique de la planification urbain est a liée a la mise en œuvre de programmes dans le but de trouver une solution a ces problèmes, et orienter l’écologie urbaine vers ce qui concorde avec les ambitions des habitants, en donnant de l’importance au volet social, comme les relation de voisinage dans l’habitat et donner aussi une valeur au volet écologique comme la distribution des équipements et l’implantation des infrastructures nécessaires au milieu urbain.

إن المنظور السوسيولوجي للتخطيط الحضري هو السعي لوضع بدائل جديدة لضبط استخدامات البيئات الحضرية وتنظيمها، وقد أزداد الاهتمام بهذا الموضوع كنتيجة تزايد أهمية التخطيط كآلية عقلانية للتنمية الحضرية، والجدير بالذكر هنا أن معظم المدن الجزائرية بأحيائها تشهد اليوم انتشارا واسع للمشكلات الإيكولوجية المرتبطة باستخدامات الأرض، وذلك جراء النمو الحضري العشوائي غير المخطط مما أدى إلى ظهور تناقضات داخل التنظيم الاجتماعي الحضري، وقد ارتبطت سياسة التخطيط الحضري بوضع البرامج والمبادئ من أجل حل المشكلات وتوجيه البيئة الحضرية بما يتوافق وطموحات السكان مع إعطاء الأهمية للجوانب الاجتماعية كعلاقات الجيرة والمجاورات السكنية والاهتمام بالجوانب البيئية كتوزيع التجهيزات والمرافق الضرورية بالوسط الحضري.

The sociological perspective of urban planning is to seek to develop new alternatives to control and regulate the uses of urban environments. Interest in this subject has increased as a result of the increasing importance of planning as a rational mechanism for urban development. It is worth mentioning here that most Algerian cities in their neighborhoods are witnessing widespread ecological problems associated with land use due to unplanned urban growth, which has led to contradictions within the urban social organization. The urban planning policy has been linked to the development of programs and principles to solve problems and guide the urban environment in line with the aspirations of the population, giving importance to social aspects such as neighbor relations, residential neighborhoods and paying attention to environmental aspects such as the distribution of necessary equipment and facilities in urban areas.
