تعد صيغ الشراكة العابرة من أهم متطلبات تحقيق مصالح الوقف، خصوصا الأوقاف الكبيرة كالوقف المقدسي. وقد جاء هذا البحث بهدف تعزيز فرص مكانة هذا الوقف، وإحياء دوره في الاستمرارية والعطاء الحضاري بن المجتمعات الإسلامية. وتتلخص مشكلة البحث في كيفية اختيار البدائل القادرة على تحقيق الأهداف المنشودة من خلال آليات الشراكة، على نحو يجسد حقيقة التكامل وتأكيد الهوية الحضارية لأوقاف بيت المقدس، ويسلك البحث في هذا الاتجاه منهجية الدمج بين الخبرة التاريخية للوقف والإمكانات المعاصرة. ومع أن البحث فريد في بابه ولا يوجد دراسات سابقة مماثلة، باستثناء دراسات محدودة قريبة من الإطار نفسه، فإنه يتناول الموضوعات محل المشكلة في ثلاثة مباحث تمت فيها مناقشة جميع القضايا ذات الصلة، وانتهت إلى تأكيد وجود مبررات شراكة في الإطار العابر، بسبب وجود تحديات تواجه أوقاف القدس يفرضها الدور الغربي، بالإضافة إلى أهمية وجود إدارة للشراكة العالمية للوقف وفق عمل مؤسي مبني على خطط وبرامج واضحة.
The trans world formulas are among the most important things for realizing the interest of awqaf, mainly the major awqaf, for example the Jerusalem waqf. Consequently this research comes to highlight the opportunities of raising the profile of this waqf and to revive its role in sustainability and civilizational giving for the Islamic communities. The problem of the research rests in the means to select the alternatives which are likely to realize the sought objectives through the partnership mechanisms which materialize the reality of integration and to assert the civilizational identity of the Jerusalem awqaf. In advocating this approach the research pursues the method of merger between the historical experience of the waqf and the modern potentials. Bearing in mind that the research is unique, with no similar past studies with the exception of some limited ones which come near to this framework, yet it approaches the problem through three sections in which all the relevant questions were handled. This came to the conclusion that there are justifications for the partnership within this trans world partnership. This can be attributed to the fact that there are challenges which threaten the Jerusalem awqaf due to the western role, in addition to the importance of having a management for the international partnership of waqf which works in line with an institutional work based on clear plans and programs.
