|a إن المقاربة التشاركية بين أبناء المجتمع الوطني أو المحلي في مضامين الوقف وبنيته، يشكل أداة فعالة في تحقيق التنمية المستدامة، ولكن تبقى إشكالية تحديد الأولويات وفهم حاجات المجتمع من خلال بلورة مشاريع وقفية يكون للساكنة الدور في تحديد معناه وفحواه وأهدافه من خلال تطوير البنى الأداتية والوسائل الحديثة المواكبة لتطور الحياة المدنية والمعيشية ومتطلباتها. إن نجاح الوقف وأهدافه يتوقف على الخروج من النمطية التقليدية في فهم الوقف وبنيته، والتي لا يتعدى فهماً في الكثير من مجتمعاتنا الإسلامية عن دور بناء المساجد وتخصيص المساحات للمقابر، والتي لا ينكر دورها في خدمة المجتمعات الإسلامية، ولكن المفهوم الوقفي الذي أتاحه الإسلام، وبينته دراسات العلماء ومذاهبهم المختلفة أن الوقف يكون لسد حاجات المجتمع المختلفة التي تتطور عبر الزمان والمكان.

|b The participatory approach between the members of the national or local community constitutes in the contents and structure of the endowment an effective mean in achieving sustainable development. However, the problem of setting priorities and understanding the community needs remains through the elaboration of endowment projects in which the inhabitants play the role of defining its meaning, its contents and its objectives through the development of instrumental structures and modern means keeping up with the development of civil and everyday life and its requirements. The success of endowment and its objectives depends up on breaking out the traditional stereotypes in understanding endowment and its structure, which does not exceed the meaning of building mosques role and allocating spaces for graves in many of our Islamic societies in spite of the fact that we can not deny its role in serving Islamic societies. But the endowment concept that Islam has enabled and the studies of scholars in their different doctrines have demonstrated, is that the endowment is used to fill the various society needs which develop over time and space.

|d L'approche participative entre les membres de la communauté nationale ou locale dans le contenu et la structure du Waqf constitue un outil efficace pour parvenir au développement durable. Cependant, le problème de la définition des priorités et de la compréhension des besoins de la communauté demeure à travers l'élaboration de projets de Waqf dans lesquels les habitants ont un rôle à jouer dans la définition de sa signification, de son contenu et de ses objectifs à travers le développement de structures instrumentales et de moyens d'accompagnement modernes qui suivent le rythme du développement de la vie civile et de ses exigences. Le succès du waqf et de ses objectifs dépend de la rupture des stéréotypes traditionnels dans la compréhension du waqf et de sa structure, qui dans beaucoup de nos sociétés islamiques n'excède pas la compréhension du rôle de la construction de mosquées et de l'attribution d'espaces pour les cimetières, que personne ne nie son rôle au service des sociétés islamiques. Mais le concept du Waqf que l'Islam a permis et démontré par les études des des savants et leurs diverses doctrines, que la dotation est de répondre aux divers besoins de la société qui se développent dans le temps et dans l'espac.
