المستخلص: Leadership Development has been recognized by the extend literature as a key enabler of private sector development. This assumption is tested in the context of Oman’s Omanisation 2020 Policy Implementation. Adhering to the principles of Grounded Theory, live insights and descriptions of current realities are discovered. While the importance of Leadership Development is generally recognized by empowered (decisionmaking) stakeholders of the Omanisation Policy, it is not believed to currently play any role in, nor would the policy provide guidance (as initially understood) for its implementation, the development of a strong and sustainable private sector, as a sphere for preferred employment opportunities for the people of Oman. Al-Sawai’s (2013) Model is revisited in light with emerging findings from the empirical exploratory evidence. Leadership Development in the context of the public sector got recognized to be governed by historic artifacts, whose meaningful discovery would go beyond the scope of this study. Leadership is generally understood to be drawing from a positivistic set of hard skills. Yet it is viewed that only a small proportion on high potentials have the additional qualitative character traits that make a natural leader. As a result the model of Al Sawai (2013) is extended to reflect the supportive and evaluating frameworks that are seen as enablers of the private sector development that hinges on a life stages based Human Capital Development Framework, centered on Leadership Development Initiatives.
