|f Civil society is the result of the existence of democracy. Human rights can only be exercised if civil society can impose and expand its position in the political and social sphere, thereby reducing the hegemony and authority of the State. The provision and protection of human rights guarantees are not achieved on the basis of constitutional and judicial guarantees, but also through institutional guarantees - civil society - in this sense, the synchronous relationship between human rights and civil society is evident. Human rights fade with the absence of civil society, and vice versa as the logic of civil society and human rights may be contrary to that of the State. There is also a strong consistency and interdependence between the concept of human security and human rights. Human security is a condition for achieving human rights. Achieving some aspects of human security is a human rights goal. Amartya sen, a member of the Human Security Committee, considered human rights as a public fund filled with the demands of human needs. |a إن المجتمع المدني هو نتيجة لوجود الديمقراطية، كما أن حقوق الإنسان لا يمكن أن تمارس إلا إذا تمكن المجتمع المدني من فرض وتوسيع مكانته في المجال السياسي والاجتماعي ما يقلص من هيمنة وسلطة الدولة، فتوفير ضمانات حقوق الإنسان وحمايتها لا تتحقق انطلاقا من ضمانات دستورية وقضائية بل أيضا ضمانات مؤسسية- مجتمع مدني- بهذا المعنى تتضح العلاقة التزامنية بين حقوق الإنسان والمجمع المدنية، فلا تحضر حقوق الإنسان بغياب المجتمع المدني والعكس صحيح، على اعتبار أن منطق المجتمع المدني وحقوق الإنسان منطق ربما قد يتعارض مع منطق الدولة، كما أن هناك تناسق وترابط قوي بين مفهوم الأمن الإنساني وحقوق الإنسان، فالأمن الإنساني شرط لتحقيق حقوق الإنسان، كما أن تحقق بعض جوانب الأمن الإنساني هو غاية من غايات حقوق الإنسان، حيث اعتبر Amatyea sen عضو لجنة الأمن الإنساني، حقوق الإنسان صندوق عام يملأ بمطالب حاجات الإنسان، والأمن الإنساني يساعد ويسهم في ملأ جزء معين من الصندوق من خلال تبيان أهمية الأمن وأهمية التغلب على لا أمن الإنسان.

|d La société civile est le résultat de l’existence de la démocratie anis que les droits de l’homme ne peuvent être exercés que si la société civile est en mesure d’imposer et d’étendre son statut politique et social , ce qui démunie l’hégémonie et l’autorité de l’état ainsi que l’existence des garanties des droits de l’homme et sa protection ne peuvent se réaliser qu’a partir des garanties constitutionnelles et judiciaire et plutôt aussi garanties institutionnelles – société civile- en ce sens se manifeste la relation impérative entre les droits de l’homme et la société civile ,alors que les droits de l’homme n’est pas présente en absence de société civile et vice –versa considérant que la logique de la société civile et les droits de l’homme est une logique probablement en contradiction avec la logique de l’état ainsi qu’une harmonie et cohésion forte entre le concept de sécurité humaine et droits de l’homme et la sécurité humaine est une condition de la réalisation des droits de l’homme , et ainsi que la réalisation de certains aspects de la sécurité humaine est fin des droits de l’homme , ou il a estimé qu’amatyea sen , membré de la commission sur la sécurité humaine des droits de l’homme répond aux besoins humaine , il contribue à combler une partie particulière du fond global en démontrant l’importance de la sécurité et la nécessité de vaincre l’insécurité humaine.
