المستخلص: Far more than ten years of partnership with the European Union, Algeria's wager from the Partnership Agreement, aimed at obtaining European support to accompany its economic transformation processes to come out of hydrocarbon dependency, by encouraging foreign direct investment in sectors outside of hydrocarbons, has not materialized. While energy remains the sensitive sector for the European Union, Algeria is a market for European products. The inequality in achieving interests prompted Algeria to demand a review of the agreement to identify the obstacles that prevented the implementation of the partnership agreement in various fields while diagnosing the reasons that deepened differences. In December 2016, the European-Algerian Partnership Council issued a framework evaluation document that includes priority points to push the partnership between the two parties again. It was adopted and implemented in March 2017, but its implementation was slow due to political and other economic obstacles, according to the report of the (SENAT) Council held at its special session 2016-2017. Accordingly, the future of the European-Algerian partnership remains dependent on unresolved problems that must be overcome with the concerted efforts of the European and Algerian parties.

Depuis plus d'une décennie de partenariat avec l'Union européenne, le pari de L’algérie n’en pas été realisé, dont l’objectif était de bénéficier du soutien euorpéen pour l’accompagnement de ses processus de transition économique , afin de sortir de la dépendence aux hydrocarbures ; Et ce par l’encouragement des investissements étrangers directs dans les domaines hors hydrocarbures ; Or l’énèrgie demeure Le , et l'Algérie représente un Marché pour les produits secteur sensible pour l'UE européens.
L'inégalité de la réalisation des intérêts , a poussé l'Algérie a revendiquer la révision de l'accord, pour determiner les obstacles, qui ont entravé la mise en oeuvre de l'accord d'association dans différents domaines , et de diagnostiquer les causes qui ont approfondi les differences, En décembre 2016, le Conseil de partenatriat euroalgérien a émis un document cadre d'évaluation, comportant des points à caractère prioritaire pour relancer l’accord de partenariat, qui a été adopté et mis en oeuvre en mars 2017. Cependant, son éxécution était dilatoire en raison d'obstacles politicoéconomiques, selon le rapport du conseil du SENAT, tenu en session extraordinaire 2016- 2017; Par conséquent, l'avenir du partenariat euro-algérien dépend de problèmes en suspens, qui doivent être surmontés ,avec la collaboration des deux parties.


منذ أكثر من عشر سنوات شراكة مع الاتحاد الأوروبي، لم يتحقق رهان الجزائر من اتفاقية الشراكة، الذي كان يهدف إلى الحصول على دعم أوروبي لمرافقة عمليات تحولها الاقتصادي للخروج من التبعية للمحروقات، بتشجيع الاستثمار الأجنبي المباشر في قطاعات خارج المحروقات؛ في حين تبقى الطاقة القطاع الحساس بالنسبة للاتحاد الأوروبي، والجزائر سوق للمنتجات الأوروبية. إن عدم التكافؤ في تحقيق المصالح دفع الجزائر إلى المطالبة بمراجعة الاتفاق، لتحديد العراقيل التي حالت دون تنفيذ اتفاقية الشراكة في مجالات مختلفة مع تشخيص الأسباب التي عمقت الخلافات؛ وفي ديسمبر 2016 أصدر مجلس الشراكة الأوروبي- الجزائري وثيقة تقييمية إطار تتضمن نقاط ذات أولوية لدفع الشراكة بين الطرفين من جديد، قد تم تبنيها والعمل بها في مارس 2017 إلا أن تنفيذها كان بطيئا بسبب عراقيل سياسية وأخرى اقتصادية حسب تقرير مجلس السينا (SENAT) المنعقد في دورته الاستثنائية 2016-2017 ؛ وعليه يبقى مستقبل الشراكة الأوروبية الجزائرية متوقفا على مشاكل عالقة يجب اجتيازها بتضافر جهود الطرفين الأوروبي والجزائري.
